The strategic importance, reach and attractive powers of downtown Montréal, heart of the metropolis and principal economic motor of Québec, are widely recognized. Proximity to the river, the presence of the mountain and the attractions of Vieux-Montréal and the underground city are all elements that contribute to its identity and unique character. The Downtown Strategy offers our vision to support the boom it is currently experiencing in a variety of elements, including demography, economy and culture.
This action plan shows the major actions that will be deployed by 2030 to implement the Downtown Strategy. It proposes measures that will call upon the mobilization of partners whose contributions are essential. They encompass several municipal responsibilities:
- Social and community development
- Economic development
- Design of the public domain
- Community and cultural facilities

Embark on the transformation of waterfront areas located at city gateways
Create schools and offer a diversity of housing for families downtown
Stimulate employment downtown, motor of economic development

Support the conversion of major institutional sites
Consolidate cultural and community networks downtown
Preserve the authenticity and quality of downtown’s built heritage
The Downtown Strategy covers all of Ville-Marie as well as certain adjacent areas with strong growth potential in the Sud-Ouest, Plateau-Mont-Royal and Mercier–Hochelaga-Maisonneuve.
