New by-law on the use of leaf blowers

A by-law to improve the quality of life of the people of Côte-des-Neiges–Notre-Dame-de-Grâce.

In order to reduce excessive noise from the use of leaf blowers and leaf vacuums, an amendment to the By-law concerning noise was adopted at the Borough Council meeting on June 7. The new rules restrict the times for the use of leaf blowers and prohibit the use of the noisiest models.

Anyone who contravenes the new by-law is committing an offence and is liable to a fine.

Until September 30, no leaf blower use is allowed at any time. For use in the fall, please consult the by-law.

By-law:

19.1. No leaf blower or leaf vacuum equipped with a two-stroke gasoline engine may be used.

19.2. No leaf blower or leaf vacuum may be used:

1. At any time from June 1 to September 30.

2. Between October 1 and May 31:

(a) Monday to Friday, from 7 p.m. to 7 a.m. the following day;

(b) Saturday before 10 a.m. and after 7 p.m.;

(c) At any time on Sundays and holidays.

For the purposes of subparagraph (c), the following days are holidays: January 1; Good Friday; Easter Monday; June 24; July 1 (or July 2 if July 1 falls on a Sunday); the first Monday in September (Labour Day); the second Monday in October; December 25; the Monday preceding May 25 and any other day designated by government proclamation or order as a public holiday.
