The Director of the Public Works Department of the Borough of Pierrefonds-Roxboro wins the Outstanding Manager Award from the Quebec Public Works Association.
The borough of Pierrefonds-Roxboro is very proud to announce that the qualities and competencies of one of its managers have been highlighted by the presentation of a prestigious award from the Étoiles en travaux publics du Québec (TP Québec) recognition program. The winners were announced at the yearly recognition gala of the Association des travaux publics du Québec held on October 19.
Outstanding Manager Award
Mr. Stéphane Beaudoin, Director of Public Works, received top honors by winning the award in the Outstanding Manager category (Large city, over 21,000 inhabitants).
With 30 years of experience in the field of public works, Mr. Beaudoin began his career as a blue-collar worker and rose through the ranks to hold various management positions, as foreman and then, division chief and finally, since 2014, as Director of Public Works in the borough of Pierrefonds-Roxboro. Stéphane has been able to carry out several large-scale mandates during his career and continues to implement innovative projects that make the borough shine.
Visionary, unifier, builder and caring
Among the many selection criteria, what allowed Mr. Beaudoin to stand out from other nominees was his visionary and caring approach, his open-mindedness, his ability to bring people together and his great availability.
Mr. Beaudoin is also recognized for his propensity to always put the citizen at the heart of his concerns. As proof, during important meetings, he reserves an empty chair to represent citizen at the table. This is his way of illustrating that the citizen must be a stakeholder in all orientations and decisions.
When asked about the qualities and skills that make Beaudoin an exceptional manager, staff and colleagues respond:
“Stéphane is a caring, dedicated and an available manager to the team and the community. He succeeds in bringing people together around a clear vision and in communicating his expectations. Over the years, he has been able to build a team composed of diverse and complementary talents, which favors teamwork and the realization of quality projects.
Stéphane is motivated by building for the future and enjoys doing so with his team in order to leave a significant legacy for future generations. He acts with transparency and fairness through his actions and demonstrates managerial courage to sometimes make difficult or unpopular decisions, but necessary to improve the quality of services offered to the population and to advance the Public Works Department.
Stéphane is a great laugher who uses humour to mobilize his staff or to defuse certain situations. He promotes a healthy and pleasant work environment for everyone, even in stressful situations, such as during the spring floods of the past few years. Stéphane is approachable, an excellent mediator and often offers wise and honest advice”.

The Étoiles en travaux publics recognition program was created in 2016 to recognize outstanding individuals and/or groups who represent the best of the public works industry in Quebec. By valuing professional, operational and relational contributions, TP Québec’s recognition program increases the visibility of the sector’s good works.
The Association des travaux publics du Québec is a non-profit organization that brings together mainly public works managers assigned to serve the community. Its mission is to train, inform, promote and serve professionals in the public works sector in Quebec, in order to better serve the interests of the citizens of Quebec cities and municipalities.
