Call for proposals for NPOs for the purpose of providing technical support to businesses

Are you a non-profit organization that can provide technical support to Montréal businesses? The city is implementing a financial contribution program to enable you to quickly deploy the technical solutions and concrete measures you have identified within your business networks.

Presentation

Your proposals could therefore address issues pertaining to supply, administrative support, people management, sales systems or other areas. 
The implemented solutions will help small businesses deal with the challenges from COVID-19.

We invite you to submit a technical support project (hereinafter the “Project”) that could be eligible for a financial contribution to help you implement it. The financial assistance offered is in the form of a financial contribution, which could be up to 100% of the Project’s cost.

Eligibility criteria

Eligible organizations

This call for proposals is intended for non-profit organizations for the purpose of providing technical support to Montréal businesses. 

An organization must:

  • Be a non-profit organization legally incorporated in Québec or Canada (non-profit corporations, non-profit foundations, non-profit associations and non-profit cooperatives);
  • Have an establishment on the territory of Montréal; 
  • Have fulfilled its commitments when it received previous financial support from the city and be in good standing with the city’s various departments;
  • Have existed for at least two years.

Ineligible organizations

  • For-profit enterprises and sole proprietorships/self-employed workers
  • The sociétés de développement commercial
  • PME MTL, Ville de Montréal support network for businesses

 

Eligible projects 

Any Project that meets the following criteria: 

•    can provide immediate technical support that meets the needs of businesses facing challenges due to the COVID-19 situation;
•    can help a large pool of businesses by sector (including those in the social economy sector);
•    mainly targets small businesses;  
•    is capable of deploying the Project in the very short term following the financial contribution payment.

 

Ineligible projects

Projects that address the following areas are not eligible: 

  • financial issues related to the supported businesses’ current operations

Review process

The city’s Service du développement économique is putting a review committee in place to evaluate the Projects received based on the review criteria described below.

Review criteria 

  • The organization’s ability to lead the Project;
  • Relevance of the proposed Project in response to the needs of businesses facing challenges due to the COVID-19 situation;
  • Project scope (geographical and sectoral);
  • Number, type and size of businesses that will benefit from the Project; 
  • Short-term feasibility in the current context;
  • Project budget and the ratio of the Project cost to the number of businesses that could potentially be supported.

 

Even though your Project meets all of the eligibility criteria, the city reserves the right to refuse it, particularly for the purpose of apportioning financial contributions to organizations on various parts of the territory or to award a financial contribution for different types of projects.

FAQs

I have an existing contract or agreement with the city, but the work has been suspended or cancelled. Can I propose an amendment to my mandate under the call for proposals?

No. The call for proposals targets only new projects. 

 

What type of needs do you wish to fund in this call for proposals?

As an organization that supports businesses, you currently conduct studies, inquiries and surveys with businesses in your network on the challenges related to COVID-19. The city would therefore like to support technical solutions and concrete measures that address the urgent needs that you have identified.
