2050 Land Use and Mobility Plan Timeline

In 2025, the city will adopt the 2050 Land Use and Mobility Plan, which will define the rules for planning land use and shaping mobility with respect to ecological transition and social and territorial equity.

What is the Land Use and Mobility Plan 2050?

The 2050 Land Use and Mobility Plan is the master document in which the city has set out Montréal’s urban layout and mobility networks to be introduced over the next 25 years. It serves as a reference framework for actions, within the limits of municipal jurisdiction, that will affect the lifestyles of Montrealers and improve their quality of life.

What is the timeline for the Land Use and Mobility Plan?

The participation process is divided into 7 phases. Some have already been completed, while others are still to come.

Phase 1 - Conduct a diagnostic assessment of the area (completed) 

In 2019 and 2020, the city painted a portrait of the current situation by identifying Montréal’s strengths and future challenges related to urban planning and mobility. The city also consulted residentss to understand more about their needs, perceptions and experiences of the city and its neighbourhoods.

Step 2 - Imagine Montréal in 2050 (completed) 

In the fall of 2020 and the winter of 2021, the city held ideation workshops to design, with the help of participants, the proposals presented in the City Project

During these workshops, individuals representing social, economic, community, cultural, environmental and institutional organizations were invited to imagine the future of Montréal and seek solutions to the challenges of today and tomorrow.

Step 3 - Consult residents about a Land Use and Mobility Plan vision proposal (completed)

In 2021 and 2022, the Office de consultation publique de Montréal (OCPM) held a public consultation on the City Vision. 

This consultation helped the city test ideas for the future of Montréal and understand the extent to which Montrealers wish to transform the city and change their lifestyles.

Phase 4 - Incorporate the contents of the consultation (completed) into the Land Use and Mobility Plan project

After the OCPM consultation, the city integrated the aspirations of Montrealers into the 2050 Land Use and Mobility Plan project.

Steps 5 and 6 - Consult on the draft 2050 Land Use and Mobility Plan and improve the Land Use and Mobility Plan according to the results of the consultation (in progress) 

In the spring of 2024, city council will adopt a first version of the 2050 Land Use and Mobility Plan and will ask to hold a second public consultation, in accordance with Montréal’s city charter and the Act respecting urban planning and development. 

This consultation will allow us to ascertain whether Montrealers agree with the means and mechanisms proposed by the city to achieve its vision for the future of the area. 

Based on the opinions expressed during the consultation, city council will amend the 2050 Land Use and Mobility Plan if deemed necessary, and then adopt the final version of the document.

Step 7 – Implement the Land Use and Mobility Plan (coming soon) 

Once the Land Use and Mobility Plan 2050 has been adopted by city council, the city and the Montréal community will have to work together innovatively to make it a reality. 

The city will make changes to urban planning by-laws, plan investments and construction, and support residents’ initiatives. It will also monitor progress, make any adjustments and, together with Montrealers, move in the right direction.
