The boulevard Saint-Charles sector in Pierrefonds-Roxboro has been identified in the City of Montreal’s Urban Plan as a sector to be transformed or expanded. This Special urban planning program (SPP) offers a vision for the redevelopment of the area.

This SPP is in line with the objectives of ecological transition, the fight against climate change and the creation of quality living environments. It is a roadmap to be followed for the next 20 years to ensure that rehabilitation and redevelopment work is carried out in a coherent manner.

The target area covers approximately 28 hectares on either side of Saint-Charles Boulevard, stretching from the north of the borough to the Kirkland city limits.

A number of areas for improvement have been identified in this project, including:

  • Integrating a range of housing types to meet the needs of a varied and changing clientele.
  • Tailoring the commercial and service offer to better meet local needs
  • Beautifying and greening the urban infrastructure to create high-quality landscapes with a distinctive identity.
  • Diversifying the offer of alternative means of transport so as to connect more effectively to the metropolitan public transport network.
  • Developing an architectural and landscape vision for the artery.

Why hold public meetings?

In an effort to involve citizens in the process from the outset, the Borough took the initiative in 2022 of organising meetings before embarking on the production of the boulevard Saint-Charles planning program, which aims to transpose as accurately as possible the issues experiences by the population. It is therefore with great enthusiasm and a genuine interest in the enhancement of the quality of its living environment that we invite you, residents, business people and organisations to learn more about the preliminary version of the Special Planning Program (SPP) and the stages of the SPP process.

Feedback, comments and brief

Consult the feedback document  prepared, including all the comments that were made during the various consultation stages and indicating whether or not they were taken into consideration, as well as the relevant justification or explanations.

Document will evolve and be updated as comments are received from other authorities (e.g., CCU, Jacques-Viger Committee, Direction des infrastructures, etc.).

Process and timeline

*The calendar has been updated in March 2024.

May 17, 2022: Holding of a public information evening on development issues in the area in preparation for the preliminary analysis of the vision, directions and objectives of the SPP. The presentation also presented what is a Speacial urban planning program and its main objectives.

June 21, 2022: An ”open house” type of active participation evening based on 5 issues related to the boulevard Saint-Charles.

August 22 to September 30, 2022: Holding of a citizen consultation on the online platform Cocoriko, on the following five themes:

  • Ecology and greening;
  • Built environment;
  • Urban functions and cohabitation;
  • Mobility;
  • Urban landscape.

November 30, 2022: In-person public presentation of a synthesis of the vision, orientations, objectives, spatial organization concept, projected interventions on the public domain, as well as the preliminary action plan.

Mid-january to March 20, 2023: The public is invited to review the preliminary SPP document and submit comments and questions.

End of April 2023: Period for reviewing comments and writing feedback and briefs.

November 3, 2023: The borough presented the SPP to the Jacques-Viger Committee. The committee formulated an opinion (notice), which will be reviewed by the Ville de Montréal’s Executive Committee before its publication.

The draft SPP will be presented to the Urban Planning Advisory Committee in January 2024 for recommendation to the Borough Council.

February, 2024: Adoption of the first Special Planning Program Project by the Pierrefonds-Roxboro Borough Council.

March 20, 2024: Holding of a public consultation as required by the Loi sur l’aménagement et l’urbanisme. The meeting will take place in person on Wednesday, March 20, at 7 p.m. at the Borough hall. The presentation will also be available through live webcast.

April-May 2024:  Adoption of the Special Planning Program by the City Council of Montreal.
