Call on the mobile social mediation and intervention team
Are you experiencing social cohabitation problems in streets, alleys or parks? The mobile social mediation and intervention team (ÉMMIS) is there to provide support. The team intervenes in non-emergency situations where police presence is not required.
Available round the clock
ÉMMIS is composed of social facilitators, who travel in pairs to provide support in the event of tense situations in public spaces. Its goal is to defuse conflict onsite by facilitating dialogue, without judgment or force.
The team is available 24 hours a day, 7 days a week.
Depending on the situation, the team can provide:
mediation to de-escalate conflicts
references to appropriate resources for the people involved
prevention and awareness
one-time assistance to vulnerable people
When to call the team?
The team only responds to situations that:
are non-urgent (not dangerous, violent or criminal)
- occur in public areas (streets, alleys, parks, sports fields, shops)
- affect social cohabitation (problems related to sharing public space, incivility or abnormal behaviour)

Which number to call?
211: to reach out to ÉMMIS, or for a referral to other resources.
311: for requests or information regarding municipal services, including cleanliness or urban camps.
911: for emergencies or if you are concerned for your safety or that of another person.
After your call: What to expect
The response and intervention team will arrive on site as soon as possible. Your request has been assigned to the nearest duo, but delays may vary depending on the number of ongoing interventions, traffic and distance. The team generally aims to respond within 60 minutes.
If your wish, you can give your phone number so that the team can contact you for follow-up.
Visible in public areas
Response teams can be recognized thanks to their purple vests and cars. If you have any questions or if you need their assistance immediately, feel free to engage with them!
Partnerships
This service is provided by 3 non-profit organizations: Coalition Pozé, Équijustice and the Société de développement social. The 211 – Centre de référence du Grand Montréal processes phone requests and refers callers to ÉMMIS or to other social and community resources.
