On October 13, 2026, the borough of Lachine adopted the 2027 budget as well as the 10-Year Capital Investment Program (CIP), which outlines the planned investments for the years 2027 through 2036.

Highlights of the operating budget

  • The borough’s budget will increase by 5% compared to 2026, rising from $35.2 million to $36.9 million.
  • Transfers from the city will remain the main source of funding in 2027, at $26.0 million (70%). Local revenue will account for $9.4 million (25%), while the allocation of the $1.5-million surplus (4%) will help cover planned expenditures and ensure a balanced budget.
  •  The local services tax will increase from $0.0434 per $100 of assessed value in 2026 to $0.0437 per $100 in 2027, representing a 7% increase. The unit of assessment rate will rise from $57.91 to $66.60 in 2027, up 15%. When the rise in the local tax (services and unit of assessment rate) is combined, the total local increase comes to 9%. For an average-valued single-family home, this represents a 6% increase, while for an average-valued condominium or triplex, it amounts to 9%.

The rates for the general property tax and special tax will be determined by Ville de Montréal when it adopts its budget.

10-Year Capital Investment Program for 2027-2036

In order to maintain and repair infrastructure, parks and buildings, while improving the quality of life through new facilities, Council has also allocated $44.5 million to its 10-year capital investment program (CIP) for the years 2027 through 2036. Of this amount, $4.5 million is earmarked for 2027. The CIP will fund a number of projects, in whole or in part, including road repairs ($2.4 million), the renovation and upgrading of municipal buildings ($1.5 million) and the redevelopment of parks ($0.6 million).

The details of the 2027 budget and the 2027–2036 CIP may be found in the presentation document or by watching the special council meeting held on October 13, 2026.
