In addition to presenting the details of the 2025 budget, including expenditures incurred under the 10-Year Capital Expenditure Program, the Mayor presented a review of the year's achievements in the various aspects of municipal administration.

2025 Financial Report overview  

Among the 2025 highlights, Mr. DeSousa specifically underscored the following: 

• Adoption of the 2026–2029 Strategic Plan, which is centred on five major aspirations. 
• A bylaw amendment to clarify vehicle noise limits. 
• The unveiling, in August, of the Year 2000 time capsule and the preparation of a new capsule for Saint-Laurent’s 150th anniversary in 2043. 
• The official ribbon-cutting ceremony at the Bois-Franc station in November to mark the opening of the Deux-Montagnes branch of the Réseau express métropolitain, which includes four stations in Saint-Laurent. 
• Receipt of financial assistance totalling $7.3 M from the federal government’s Disaster Mitigation and Adaptation Fund to carry out three major projects that will help to improve the borough’s resilience to flood risks. 
• Receipt, in May, of “Bird Friendly City” certification from Nature Canada. 
• Completion of the rollout of organic waste collection throughout the borough. 
• Celebrations for the 60^th anniversary of Bibliothèque du Vieux-Saint-Laurent, which included the unveiling of the Histoires sous l’arc-en-ciel mural and art trail, created by Cara Carmina.

The Mayor of Saint-Laurent also mentioned the 68,851 people served by the Bureau Accès Montréal, the 385 housing units approved by the Advisory Committee on Planning, including 381 units seeking LEED certification and 4,000 units that completed the first stage of approval, the 553 new trees planted, the value of building permits totaling $316.4 million, the $7.2 million invested in road, sidewalk and curb repairs and geometric designs by Ville de Montréal and the Saint-Laurent, as well as the $1.6 million invested to improve safety around schools.
