The program is based on a two-tier intervention model (local and regional) structured around two main areas of action: social inclusion for children, youth aged 0 to 30 and their families, and violence prevention.

The local component of the program, which is the subject of this call for projects, is administered by each of Montréal’s 19 boroughs, including Pierrefonds-Roxboro. It supports community-based initiatives tailored to local realities and strengthens the capacity for action within neighbourhoods. Projects funded through this component operate directly in communities, building on local priorities and the in-depth knowledge of the area held by community organizations and borough administrations.

Objectives

Priority area 1: Enhancing social inclusion for children, youth aged 0 to 30 and their families

This priority focuses on two complementary levels of change:

• Equipping families and youth with tools and resources, particularly by strengthening socio-emotional skills;
• Acting on the environments around them by promoting positive use of public spaces and strengthening connections among families, communities and youth, starting in early childhood.

Expected outcomes:

• Improved access to resources for children, youth and families experiencing vulnerability; increased skills, empowerment and capacity to take action;
• Stronger community engagement and family support, contributing to more inclusive living environments.

Priority area 2: Improving safety and the sense of safety in youth living environments

This area focuses on two complementary levels of change:

• Reaching and supporting the most vulnerable youth;
• Strengthening community resilience.

Expected outcomes:

• Youth at risk of experiencing or committing violence are better reached, supported and directed toward positive pathways that meet their needs;
• Communities are better equipped to work collectively to prevent violence and foster positive use of public spaces.

Financial assistance

The Prevention Montréal multi-year program in the Borough of Pierrefonds-Roxboro has an annual budget of $306,445 for four years to support local initiatives implemented between January 12, 2027, and December 31, 2030.

Eligibility criteria

Organizations eligible to submit a project must:

1. Be a legally incorporated non-profit organization, a cooperative that pays no patronage dividends and no interest on members’ shares, or an entity established under a specific Act, provided that it pursues collective-interest objectives and does not distribute profits;
2. Be registered with the Registre des entreprises du Québecand be in good standing;
3. Have a mission related to social development and aligned with the objectives of this call for projects;
4. Have its head office in Québec and carry out the majority of its activities in Montréal;
5. Be in good standing with the City of Montréal, including having fulfilled obligations under previous funding agreements and having no outstanding debt to the City;
6. Comply with the requirements of the Charter of the French Language and provide the current document issued by the Office québécois de la langue française (OQLF) or the self-declaration form for eligible non-profit organizations.

To qualify for funding, a project must:

1. Be carried out in the Borough of Pierrefonds-Roxboro;
2. Contribute to at least one program outcome;
3. Offer activities free of charge;
4. Take place within the borough;
5. Be implemented and completed between January 12, 2027, and December 31, 2030.

In addition to the criteria listed above, projects must address the priorities identified by the Borough of Pierrefonds-Roxboro in its concerted urban safety action plan.

Submit a Project or Application

Organizations seeking financial support must complete the application form through the City of Montréal’s Social Development Grants Management Platform (SSDS).

The deadline to submit a project is September 14, 2026, at 4 p.m.

Incomplete applications or applications submitted after the deadline will not be considered.

Supporting Documents to Include With the Application

1. A resolution adopted by the organization’s Board of Directors authorizing a representative to sign the funding agreement with the City of Montréal;
2. The most recent registration declaration filed with the Registraire des entreprises du Québec;
3. The organization’s charter (letters patent), cooperative charter, or incorporating legislation, including the date of adoption;
4. The most recent annual report available (fiscal year ending no later than 2024), officially approved by the Board of Directors and presented to members at the Annual General Meeting;
5. The declaration required under the Charter of the French Language, in accordance with the Act Respecting French, the Official and Common Language of Québec (Bill 96), for organizations with 50 or more employees;
6. When applicable, reports, evaluations or other documents demonstrating the outcomes of previous projects similar to the one being submitted under this call for projects;
7. If other partners are involved in the project, a letter of commitment from each partner.

Submit a project - support and guidance

An information session will be offered to organizations interested in this local call for projects. The session will present the framework of the Prevention Montréal 2027-2030 funding program, including its vision, objectives, calls for projects and available tools. The Social Development and Community Services Department (SDIS) team will also answer questions about the funding process.

SSDS Platform
