Subsidy for a circular economy diagnosis

Would you like to reduce your costs, generate new sources of income and make your business model more sustainable? Mandate an expert to carry out a circular economy diagnosis. You may be eligible for financial support of up to $15,000 from the city.

Description

This program is intended for businesses of the urban agglomeration of Montréal. It aims to optimize the use of resources for every stage of the life cycle of the goods and services offered by these businesses. 

The diagnosis must: 

  • Assess existing practices
  • Establish improvement opportunities
  • Propose concrete solutions to facilitate the integration of circular practices
  • Include an action plan, as well as an economic and environmental gains analysis 

The diagnosis must be performed by a city-approved expert. The subsidy will be paid after the diagnosis is completed.

Eligibility criteria

Eligible businesses

The program is intended for private corporations, social economy organizations, non-profit organizations, and to partnership companies that meet the following criteria: 

  • They must be a corporation or corporate partnership, whether limited or general
  • They must behave been registered with the Québec Enterprise Register (Registraire des entreprises du Québec) since at least 2 months prior to filing the application
  • Their headquarters must be located in Québec and at least one corporate location must be in Montréal
  • They must have generate an annual turnover of $500,000 to $50 M
  • They must have at least 3 full-time employees (at least 1,820 hours per year) 

Non-eligible businesses 

The following businesses are not eligible: 

  • The corporations registered in the Enterprise Register as non eligible for public contracts (RENA for the French equivalent)
  • Businesses in certain specific fields (for example oil, mining, coal, slaughter, public institutions, etc.)

Admissible expert 

The diagnosis must be completed by a person or corporation that meets the following criteria: 

  • Must be a member of a professional order or has professional training or experience in circular economy diagnoses
  • Must conduct their professional operations in an establishment located in the urban agglomeration of Montréal
  • Must have at least 2 years of experience in the field of circular economy
  • Must have carried out at least 3 similar assignments over the past 3 years

Diagnosis

Required content

  • Analysis of current practices and recommendations for the integration of at least 2 circular economy strategies in the corporation’s business model.
  • Detailed action plan presenting the main steps to follow, as well as the necessary resources (financial, material, human) for the implementation of the strategies proposed.
  • Assessment of the economic and environmental impacts of these strategies, namely including the following aspects: 
    • Avoided or reduced costs
    • New or increased income
    • Reduction of greenhouse gas emissions
    • Reduction of raw materials used
    • Quantity of materials steered away from landfills 

Complementary content (not mandatory)

  • Characterization of the flow of materials: qualitative or quantitative portrait
  • Ecodesign analysis: optimization of the design of goods and services
  • Lifecycle analysis: environmental and economic impacts
  • Worksite resource analysis: reemployment potential and job opportunities
  • Cost and material flow analysis: direct and indirect costs, losses, rejected products, income growth

Requirements

  • The diagnosis may not begin without prior notice of eligibility issued by the city. No subsidy will be granted for projects that are already in progress, that have benefited from other municipal grants or receive more than 75% of their funding from government grants.
  • The diagnosis must be completed within 180 days following the receipt of the city-issued notice of eligibility.
  • The corporation must take part in a follow-up meeting with the mandated expert within 90 days following completion of the diagnosis. The goal of this meeting is to help implement the proposed action plan.
  • Every corporation is entitled to a single subsidy application for the duration of the program.

Calendar

  • Deadline to submit applications: September 30, 2027
  • Deadline for project completion: March 29, 2028
  • Deadline to request payment: March 29, 2028

Submit an application

1. Fill out the following form: Déclaration - Charte de la langue française. To find out more, read the Guide de déclaration de la Charte de la langue française

2. Gather the following documents in digital format: 

  • Proof of ownership or rental for the address listed in the application
  • Financial statements from the past two years
  • If applicable: power of attorney or proxy (use this file)
  • If applicable: document showing the amount of a received or pending subsidy from another level of government or public organization
  • Quote from the expert to be hired showing a detailed estimate of costs
  • Resume and portfolio of the expert to be hired
  • Signed declaration from the expert to be hired, confirming that they meet the requirements (use this file)
  • Déclaration – Charte de la langue française (see item 1 above) 

3. Fill out the form below and attach the required documents.

Subsidy payment

To receive the payment of your subsidy, you must send the following documents: 

  • Payment form provided by the city, filled and signed
  • Copy of the diagnosis produced
  • Certification from the mandated expert confirming that the follow-up meeting was held, along with a report of that meeting
  • If applicable, a copy of the contract signed with the mandated expert
  • Invoices detailing the actual costs of the project
  • Proof of payment of all invoices, other than cash payments (for example, a copy of a cashed cheque, bank or credit card statements, etc.)
  • Any other document required by the city, given your specific situation
