The 12,000 housing units strategy: Tangible benefits

The strategy to develop 12,000 social and affordable housing units has a strong track record. Since its adoption in 2018, Montréal has supported the creation and renovation of thousands of housing units, and put in place diverse tools to achieve this goal. Here is a brief summary of the results.

The city’s strategy aimed to develop, from 2018 to 2021, 6,000 social and community housing units and 6,000 affordable housing units by the end of 2021. Below you will find the achievements as of September 30, 2022. 

Key achievements under the strategy

  • Worked with community partners to develop, build and renovate social and affordable housing.
  • By-law for a Diverse Metropolis, which requires developers to contribute to the supply of social, affordable and family housing, was adopted.
  • Program for an Affordable Metropolis, which keeps homes affordable for at least 30 years, was launched.
  • Right of first refusal on 379 lots, which gives the city priority as a buyer in the event of a sale.
  • Investment of $100 million over 10 years to acquire land for social and community housing projects; 24 lots have been purchased to date and several more are in the process of being acquired. 
  • New renovation and acquisition subsidy programs adopted, and existing programs redesigned to preserve affordable housing: 
    • RénoPlex: Buildings with 1 to 5 dwellings
    • Affordable housing reno program: Buildings with 6 or more dwellings
    • Major residential renovations: NPOs and housing cooperatives
    • Home ownership program

Development of social and community housing

Completed projects

Here is an overview of projects completed or underway in the Greater Montréal area. The distribution and scope of the projects reflect the needs of the population in the various sectors of the island. They also reflect the commitment of the communities involved. Notably, the projects have been designed and implemented by local non-profit organizations. 

These projects are funded primarily by provincial (AccèsLogis) and federal (Rapid Housing Initiative) government programs, and by the Communauté métropolitaine de Montréal (Fonds du logement social métropolitain) and the city.

Project development stages

  • Occupied: Residents live in the dwelling.
  • Under construction: The project has obtained the necessary financing and is under construction.
  • In design: The project has received confirmation of funding and is in the plans and specifications stage.

Development of affordable housing

These projects take various forms across the territory, depending on the needs of the population, the availability of subsidy programs and the various initiatives put in place by the city and its partners.

Results by borough

The strategy to develop 12,000 social and affordable housing units is broken down into the following five areas. Find out more below.

Line 1 – Development of social and community housing

Support for projects for low-income and vulnerable households (AccèsLogis, RHI), inclusion fund, purchase of buildings and land.

Line 2 Inclusion practices

Affordable housing in new residential projects resulting from the Inclusion Strategy and the By-law for a Diverse Metropolis.

The initial count is recorded when permits are issued and is confirmed at the end of the project.

Line 3 – Innovative affordable housing options

Innovative projects for clients not eligible for existing programs, new federal programs.

Line 4 – Preserve the existing private and social affordable housing stock

Maintain older housing and affordability of rental stock, revise renovation subsidy programs.

Line 5 – Support the acquisition of affordable properties

Subsidy program for the purchase of a property, Accès Condos program.

Subsidies that are recorded under Line 5 for purchasing affordable homes may also be recorded under Line 5 as part of inclusion practices (totalling 98 as of September 30, 2022).
