Montréal’s diversity, equity, inclusion (DEI) and anti-racism policy aims to build a fairer and more inclusive society. The city is committed to recognizing systemic discrimination, recognizing the value of all identities and changing its practices to be more reflective of Montréal’s diversity.

Creating a more equitable, inclusive and racism-free city

The DEI and anti-racism policy has 5 primary areas of action:

Creating a diverse, equitable and inclusive administrative culture.

Creating municipal workplaces that are free of racism and discrimination.

Ensuring urban safety without profiling or hostility.

Guaranteeing fair and respectful public interventions.

Promoting cultural equity

Supporting diversity in cultural development and taking territorial realities into account.

Strengthening territorial and economic equity

Ensuring equitable distribution of resources, services and infrastructure across Montréal.

Promoting inclusive public participation

Ensuring that municipal decisions reflect the needs of all communities, including a process of reconciliation with Indigenous peoples.
