Reform of borough funding

The reform of borough funding aims to ensure greater equity and improve the stability and predictability of transfers from the central city.

This process, begun in 2014, was based on several guiding principles including equity, taxpayers’ ability to pay, quality of services offered and the quest for efficiency.

This reform entered into force on January 1, 2015.
