Get a commercial permit for pesticide use
Does your business use pesticides outside of buildings? You will need an annual permit, and there are certain requirements you must meet. Find out more here.

Approved uses
The commercial use of pesticides, with the exception of certain prohibited products, is permitted in the following cases:
- Rats, field mice, mice, wasp or carpenter ant nests
- Any organism that is harmful to domestic bees and chickens.
- Toxic plants (poison ivy, giant hogweed).
- Any organism that poses a threat to the survival of trees (emerald ash borer, Asian long-horned beetle, Asian LDD moths (also known as Asian Gypsy moths), oak wilt)
- On land that is used to operate a farm tree nursery or garden centre.
- On golf courses.
At any time, you may use biopesticides or pesticides listed in appendix 2 of the By-law concerning pesticide sales and use.
Prohibited pesticides

Between April 15 and June 15, the use of a pesticide containing 2,4-D or mecoprop is permitted to control plantain.
Between October 15 and December 1, the use of a pesticide containing chlorothalonil is permitted to control gray mould or pink snow mould.
Apply for a permit
The annual permit is required for all commercial users, such as farm and golf course operators, exterminators, landscapers, tree nursery producers and ornamental horticulture or lawn maintenance workers.
Fees and payment
The cost of an annual permit application is $215. This amount is non-refundable if the permit application is refused.
Payment can be made in cash or by cheque, credit card or Interac card by visiting the Accès Montréal office – Ville-Marie.

By e-mail
Make sure you attach all supporting documents to your e-mail and make payment. You will receive an acknowledgment of receipt by e-mail.
Application approved
Once your permit is issued, you will be added to the list of commercial pesticide applicators in good standing (in French).
You must have your permit with you when you use pesticides.
Permit may be revoked if conditions of use are not met. The city can prohibit repeat offenders from practicing their activities in Montréal.
Pesticide use log book
You must record every use of pesticides in a log of authorized pesticide use. The city may request access to this log at any time, but you must submit it annually by e-mail to [email protected] no later than January 31 of the following year.
