Pay your municipal taxes

Have you received a bill for your annual municipal tax, a local improvement tax or a “welcome tax” (also known as the property transfer fee)? Learn when and how to pay your taxes.

Annual tax bill

The annual tax bill is usually sent at the end of January. You will receive notices until we have received complete payment of the account.

Payment methods

If your tax bill is

  • less than $300: you must pay the entire amount no later than the deadline for the first payment
  • $300 or more: you can pay in 1 or 2 instalments, without interest or penalty

If you want to make more than 2 payment instalments, you must contact us to establish a payment agreement. Interest and a penalty will be charged.

Local improvement tax

Local improvements are infrastructure projects connected to the development or enhancement of a district. Property-owners benefiting from them pay a tax in order to cover a portion or all the cost of reimbursing loans taken out to finance the projects.

Receiving your bill

If this is the first year you are being charged a local improvement tax, you will receive a bill separately from your annual tax bill. It will specify the capital that must be reimbursed and the terms of the loan. The bill is generally payable 30 days after it is sent.

In following years, the local improvement tax will be imposed and collected with the annual municipal tax bill.

Payment methods

As with a mortgage, you can choose to reimburse the outstanding balance of any of the invoiced work. For example, if loans have been taken out for street paving and lighting, you can choose to reimburse the entire debt corresponding to one or all of these projects. To reimburse the entire amount, go to an Access Montréal office.

However, reimbursement of the outstanding balances may not apply for certain projects.

Property transfer fee

Property transfer duties, also known as the welcome tax, are charged when a property has been acquired.

If an existing property is transferred, it may take several weeks for the bill to be issued. If you purchase a new building, it may take even longer.

Payment methods

Property transfer duties are payable in one instalment, within 30 days of sending of the bill. The due date is stated on the bill.

If the property is owned by several people, you are jointly and severally liable to pay these duties.

Paying taxes

Supplementary fees may apply, including in the following situations:

  • Cheque returned (insufficient funds in the account)
  • Request for return of a cheque sent
  • Issuance of a reimbursement cheque for a payment greater than the invoiced amount

When making a payment, include the reference number stated on the invoice, without hyphens.

Bring the detachable portion of your invoice and your payment to any Accès Montréal office.

You can also pay your account at the counter or banking machine of your financial institution.
