The Commission sur le schéma d’aménagement et de développement de Montréal must consult the population of the agglomeration of Montréal when an amendment to the Montreal Urban Agglomeration Land Use and Development Plan is requested. The consultation is aimed at informing the decision-making of elected officials who sit on the agglomeration council. Examples of requests for amendments may include:

• a project to redevelop shoreline into a public beach
• a project to build housing in an industrial sector
