Areas Under Construction: Financial Assistance for Businesses

Description
This program aims to:
- Help businesses stay in operation during a major infrastructure project located near their premises.
- Support the dynamism and commercial vitality of Montréal.
Effective date and previous applications
This new program combines two former support programs for businesses located in areas undergoing construction.
Applications received before the program’s effective date, May 20, 2026, are processed in accordance with the regulations applicable to those programs.
A two-part program
The program applies to major public infrastructure projects that:
- Last at least 3 months
- Cause traffic disruptions
You may submit an application:
- For just one component of the program
- Or for both components at the same time
You have up to 24 months after the construction period to submit an application.
Component 1: Lump-sum startup subsidy
The goal is to help the business adapt to the new conditions caused by the construction project (access, foot traffic, visibility, operations).
- The subsidy is set at $5,000 per eligible establishment.
- It is paid only once, at the start of construction.
- A business that operates multiple locations in an affected area may submit a separate application for each location.
Component 2: Assistance based on financial losses
The goal is to support the business’s continued operations for the entire duration of the construction work.
- The assistance is calculated based on the decrease in gross profit.
- It can be up to $40,000 per fiscal year.
- If the construction project lasts longer than one year, you may submit a single application at the end of the project (combining all applicable fiscal years) or submit an application for each fiscal year.
Accelerated Payment – Component 2
Assistance under Component 2 can be paid out more quickly if all documents required for the calculation are submitted:
- Complete application: 100% of the amount.
- Incomplete application: 40% of the amount.
Eligibility
Eligible businesses
- Engage in retail sales, product rental, or consumer service delivery
- Must have been in operation prior to the start of construction
- Be located in an eligible area
- Component 2: Demonstrate a decrease of more than 5 per cent in gross profit
Ineligible businesses
- Started operations after the start of the construction period
- Have ceased operations or declared bankruptcy within 40 days of submitting the application
- Operate in certain industries. For a complete list of excluded industries, see the Program By-law (Section 1, in French)
- Are listed in the Register of Enterprises Ineligible for Public Contracts (REIN)
Eligible areas
Only areas that have been the subject of an Executive Committee order are eligible.
Each area is designated by a name and is associated with an order that specifies:
- Its number
- Its period of validity (start and end dates)
Submit an application
- Before you begin, carefully read the Grant Application Guide (in French), which contains essential information for completing your application correctly.
- Review the Guide to Declaring Compliance with the French Language Charter (in French) and complete the form Déclaration — Charte de la langue française (in French), along with the certificate, certificate of application, or certificate of registration, as applicable.
- Gather the following documents in digital format:
- The current information statement of the business in the Québec Register of Enterprises.
- A valid occupancy certificate.
- Document establishing the authority of any person acting on behalf of the business, if applicable.
- A complete copy of the lease, signed by both parties, confirming that the applicant is leasing part or all of the building located in an eligible area, both before and during the work, if applicable.
- For the fiscal year(s) occurring during the construction period:
- The institution’s financial statements
- The business’s federal income tax returns
- The business’s notices of assessment issued by the federal government
- For the fiscal year(s) preceding the construction period:
- The institution’s financial statements
- The business’s federal income tax returns
- The business’s notices of assessment issued by the federal government
- Documents related to subsidies received in 2020, 2021, and 2022 in connection with the COVID-19 pandemic, if applicable.
