Before you even break ground or swing a sledgehammer, you must consider certain criteria and submit a document called a Site Planning and Architectural Integration Program (SPAIP) to the borough. 

To preserve the built environment and ensure a long-term architectural vision, Pierrefonds-Roxboro has established regulations that apply to all construction projects in the borough, including expansion and new construction. 

These regulations supplement the urban planning by-laws already in place.

This SPAIP regulation specify:

  • What types of projects are eligible (e.g., construction, expansion, or exterior renovations of a building); 

  • The evaluation criteria used by the City to assess these projects; 

  • The procedure for submitting an application.

Its goal is to ensure that each project blends seamlessly into its surroundings, while respecting the characteristics of the building and the neighborhood in which it is located.

The difference between the SPAIP regulation and the SPAIP

The SPAIP regulation is the by-laws adopted by the borough. It explains when a project must be submitted, how it will be evaluated, and according to what criteria. 

The SPAIP is the actual set of documents filed for a specific project. It includes the documents (plans, images, descriptions) that demonstrate how the project meets the criteria established in the bylaw. 

The Pierrefonds-Roxboro Architectural Guide

To help people understand the SPAIP regulations, the borough has created an Architectural Guide. 

Intended for residents, property owners, and the professionals, this guide helps clarify the borough’s architectural vision and provides guidance for new construction or additions. 

It includes a glossary and clear visual references to help you navigate the guidelines and understand what is expected for harmonious integration.

Steps for Filing a SPAIP

Here is a brief overview of the steps involved in building an addition or a new home in Pierrefonds-Roxboro: 

  1. Schedule an appointment

At the Permit Office or online, schedule an appointment with a permit or urban planning specialist. This specialist will provide you with useful resources and tell you what documents to prepare to comply with the SPAIP. This is also an opportunity to ask questions and learn more about the process.

  • The purpose of the meeting (e.g., new construction, addition, renovation)

  • The street address of the project or lot number

If you are working with a team of professionals on your project (e.g., engineering, architecture, urban planning), now is the time to involve them and share the Architectural Guide with them. 

If you are not working with a team, please read it carefully. 

  1. Gather your documents

Gather all the necessary documents and prepare your SPAIP.

  1. Submit your project

Submit your application in person at the Permit counter or submit it online.

  1. Committee Recommendation

Once your application is received, the Planning and Permits Division will review it and ensure that it complies with borough regulations. If it complies, the application is then forwarded to the Pierrefonds-Roxboro Urban Planning Advisory Committee.

  1. Recommandation du Comité

The Urban Planning Advisory Committee makes a recommendation, which is presented to the borough council. 

  1. Decision of the borough council

In some cases, the borough council will review your application, taking the Committee’s recommendations into account, and make a decision (approval or denial).

  1. Follow-up after SPAIP Approval

If the SPAIP is approved, our team will continue processing the application to issue the required permit. At this stage, additional documents will be required depending on your project (replacement of water, sewer, and stormwater pipes; new street address; and other applicable items, if any).

If it is denied, you will need to submit a new application and resubmit a modified project.

  1. Permit delivrance

You will officially receive your permit.

  1. Start of construction

You’re all set! Work can begin in full compliance with the applicable deadlines.
