Request a new residents-only parking zone

Do you live on a street without residents-only parking? Would you like for a new zone to be created? Find out how.

The procedure for this type of request varies from one borough to another and can be complex.

Examples of procedures

You may be asked to get a certain number of signatures (a petition) from residents on your street to justify a new parking zone being created.

The borough may also survey residents or launch a public consultation instead of or in addition to the petition. 

In all cases, the information collected will be compiled into a study that will be used to make a decision.

To request a new residents-only parking zone, you must call 311 and specify the street segment where you’d like for the new zone to be created. 

Our team will assess the situation and assign a priority level.

If the situation justifies it, we will contact area residents to find out if they are interested in having a new residents-only parking zone on their street. If there is sufficient interest, plans will be made to add the corresponding signage.

Study

The following are elements that could support the creation of a resident-only parking zone: 

  • A high occupancy rate: More than 70 per cent of the street section covered by the petition must be occupied for four consecutive hours by parked cars.
  • A reasonable match between the number of spaces available and the number of stickers to be issued: The number of parking spaces matches as closely as possible the number of stickers that could be issued.
  • Reasonable impact on the operations of surrounding businesses and establishments: A new resident parking zone will not prevent outsiders from shopping in your neighbourhood.

A parking area is already planned

A residents-only parking zone is already planned for your street but hasn’t been created yet. Call 311 to make a request. The approximate date of implementation will be communicated to you later.

No parking area planned

If you wish to create a new resident parking zone, you must obtain the signatures of at least 25 per cent of the residents of the street section in question.

Pétition

The petition must contain the following elements:

  • Last name and first name of the applicant
  • Reason for the petition
  • Section of the street and addresses concerned (e.g., Avenue Harvard between Rue Sherbrooke O. and Boulevard de Maisonneuve O., for addresses 2151 to 2303 Avenue Harvard).
  • Signature of at least 25% of residents of the street section concerned.

Study

Once the valid petition is received, our team analyzes it (if the file is complete) and writes an internal report.

The following are elements that could support the creation of a resident-only parking zone:

As soon as we receive four applications for the same section of street from people living at different addresses, the issue will be evaluated by our teams.

A sticker zone will not be created unless there is a source of major vehicle traffic nearby, such as a hospital, a commercial thoroughfare, or a major park.

If you would like to create a new parking zone on your street, you must get the signatures of at least 25 per cent of the residents of that part of the street.

Petition

  • Complete a form and gather the required number of signatures.
  • Drop your petition off at the LaSalle Accès Montréal office or e-mail to the following address: [email protected]

If we decide that the request is valid, we will submit it to the borough council and residents of the targeted area will be surveyed.

Then, we’ll inform residents of the decision.

As soon as there are four requests for a new zone from people who live at different addresses on the same part of the street, our teams will review the situation. 

Permit parking spaces are added twice a year: 

  • During the summer, for applications received between August 1 of the previous year and March 1 of the year in progress.
  • In the fall, for applications received between March 1 and August 1 of the year in progress.

A few days before the new signage is installed, the neighbourhood will receive notice of the upcoming changes.

How many spaces are reserved for vehicles with stickers in the new zones?

In residents-only parking zones, a minimum of 30 per cent of legal parking spaces are reserved for vehicles with parking stickers. For example, if a street has 100 parking spaces, 30 spaces are reserved for vehicles with a sticker.

Thie minimum may be as high as 50 per cent in areas near a major travel generator, such as a metro station, a park, a hospital or a commercial street.

The number of reserved spaces available in a zone may be reviewed periodically depending on the number of stickers that have been issued.

Residents-only parking spaces that are reserved for sticker holders are implemented on alternating sides of residential streets in order to accommodate street cleaning days. They are also placed according to ground constraints, existing parking restrictions and in a way that provides a fair and uniform distribution of spaces along the street.

The petition must contain the following elements:

  • Section of the street and addresses concerned (e.g., Rue Aimé-Renaud between Rue  des Artisans and Rue Jarry, for addresses 8065 to 8145 Rue Aimé-Renaud).
  • Signature of at least 25% of residents of the street section concerned.

Analysis of the petition

The analysis required to create a parking zone can take 8 to 12 months after reception of a valid petition.
