Local economic development

Local economic development in Montréal is supported under agreements with various levels of government based on established priorities. The city issues an annual report on its achievements.

Fonds de développement des territoires

The Fonds de développement des territoires, created by the government of Quebec, is geared towards financing local and regional development measures. It is subject to an agreement between the Ministère des Affaires municipales et de l’Habitation (MAMH) and municipalities.

Annual priorities 2026-2027

  • To stimulate an ecosystem of entrepreneurs that meets the changing needs of businesses and business owners by offering resources and adapted support.

  • To revitalize commercial space by preserving and strengthening the commercial vocation of certain areas through their optimization and transformation into higher density, mixed-use configurations, promoting local businesses, the development of large centres and the implementation of adapted workspaces.

  • To strengthen business innovation and creativity (namely by supporting the emergence of strategic niches) among corporations and organizations, thus striving for enhanced commercial resilience and prosperity.

  • To develop a greener, more inclusive economic landscape by supporting circular and social economies, local and environmentally responsible purchasing, and the creation of new, high-quality, ecofriendly jobs.

  • To consolidate a strong social fabric by solidifying social bonds and securing the long-term viability of community organizations and by ensuring that inclusive services and infrastructures are equitably provided across the territory.

  • To work towards the elimination of hunger and improved access to affordable, nutritional food across the territory.
