In all cases, the amendment must comply with the objectives and provisions of the city’s Urban Plan.

The Verdun zoning by-law controls the site placement and use of land and buildings, as well as their appearance. It also regulates the occupation and design of exterior spaces, signs, and parking and loading zones.

The procedure to modify the zoning by-law is designed to adjust its standards to respond to:

  • The evolution of the built environment in the area, and its various functions
  • New needs of citizens
  • New trends in development projects

The recurrence of projects with nonconforming aspects may also lead to changes so that these aspects are included in the zoning by-law.

Generally, a modification of the zoning by-law is initiated by Villeray–Saint-Michel–Parc-Extension. For a private project that affects more than one property, other tools are generally more appropriate to address variances to urban planning regulations, such as a special construction, modification or occupancy project for a building (abbreviated in French as PPCMOI) or a minor variance request.

Preliminary review

  • Presentation of the draft by-law to the Advisory Committee on Planning (ACP)
  • Adoption of a notice of motion and a first draft resolution by the Villeray–Saint-Michel–Parc-Extension borough council
  • Publication of a public notice on the Villeray–Saint-Michel–Parc-Extension internet site
  • Holding of a public consultation meeting
  • Adoption of a second draft resolution by the borough council. If referendum approval is not required: adoption of the resolution by the borough council.
  • Publication of a public notice and referendum approval procedure, if applicable
  • Adoption of a resolution by the borough council.
  • Receipt of the certificate of compliance with the Urban Plan
  • Coming into effect of the by-law

Time frame

It takes between six and ten months for a modification to the zoning by-law to be adopted and come into effect. Turnaround times can sometimes be longer than expected.
