Call on the mobile social mediation and intervention team

Are you experiencing social cohabitation problems in public spaces such as streets, alleys, parks or municipal facilities? The mobile social mediation and intervention team is there to provide support. The team intervenes in non-emergency situations where police presence is not required.

Available round the clock

EMMIS is composed of stakeholders from community organizations who travel in pairs to provide support in the event of incivility or conflicts related to the sharing of public space. 

The team is available 24 hours a day, 7 days a week. 

Depending on the situation, the team can provide: 

  • Mediation to de-escalate conflicts
  • References to appropriate resources for the people involved
  • Public prevention and awareness-raising
  • One-time assistance to vulnerable people

When to call the team? 

A few criteria must be met in order to call on the mobile social mediation and response team. The team only responds to situations that: 

  • Are non-urgent: not dangerous, violent or criminal
  • Affect social cohabitation: problems of occupancy of public space, incivility or abnormal behaviour
  • Involve social vulnerabilities: homelessness or residential instability, precariousness, addictions, mental health, marginalization, etc.
  • Take place in public space: streets, alleys, parks, municipal facilities

After your call: What to expect 

The response and intervention team will arrive on site as soon as possible. Your request has been assigned to the nearest duo, but delays may vary depending on the number of ongoing interventions, traffic and distance. 

Please be aware that you are not required to remain on the premises. However, if you like, you can give your phone number so that the team can contact you for follow-up. 

Partnerships

EMMIS works in collaboration with local communities. The team travels in response to requests from community organizations, the SPVM, the STM, businesses and the population of the boroughs it currently serves. 

Unlike street workers and the mixed teams of the SPVM, the team does not provide follow-up services. Its mission is to resolve problematic situations on the spot. 

The mobile social mediation and intervention team is a project made possible thanks to financial support from Québec’s Ministère de la Sécurité publique.
