Apply for a permit to carry out work on water and sewer service connections

Do you need to have work done on your property’s water or sewer connections? Change the service connection? Disconnect the water and sewer service? You must get a permit to cut asphalt, whether the work is carried on public property or on your property. Find out how to apply for a permit.

Your borough can issue a cutting permit or an excavation permit. The permit allows you, for example, to:

  • Repair or replace water service pipes, up to the service box.
  • Change the diameter of a sewer pipe or a private water service connection located on th private property.
  • Change the connections to make them independent, in case they’re hooked up to the connections of an adjacent building. 
  • Disconnect the water and sewer service (disjunction or walling) during the demolition of a building. 
  • Install connections for a new house. 
  • Reconnect pipes subsequent to renovation work on a building.
  • Install a stormwater retention basin.

  • At least 20 days later, we will inform you of the deposit to pay and documents to submit, such as:
    • the excavation company’s insurance rider* and the power of attorney if you are not the building owner.
    • connection plans (if required)

  • After your application is reviewed, we will inform you about the cost of the permit. This amount is based on the estimated cost of the work. It must be paid before the work is done, since the final cost of the permit can vary. You will be reimbursed or billed for the difference.
  • Go to the Accès Montréal office to make your payment and receive your permit.
  • If your permit concerns work on private property, contact the borough at least 48 hours in advance by e-mail at [email protected].
  • If your permit concerns work on public property, contact the borough at least 5 days in advance by e-mail at [email protected].

In some cases, approval from the Service de l’eau may be required. We will let you know if that is the case and how to proceed in order to get the required approval.

Condominiums
The permit will be issued in the name of co-ownership syndicate. You must show written authorization allowing you to act on behalf of all the co-owners.

  • After your application is reviewed, the borough will inform you about the cost of the permit. The fee is based on the estimated cost of the work, and it must be paid as a partial payment (deposit) before the work is done, since the final cost of the permit can vary, depending on the actual area to repair on public property. You will be reimbursed or billed for the difference.

The borough will check with the Régie du bâtiment du Québec to make sure that the company hired to do the work holds the required licence.

  • Go in person to the Accès Montréal office with the estimation to make your payment, with the estimate. You will receive the permit by e-mail.
  • After you receive the permit, please contact the borough at least 48 hours in advance in order to plan the work, from Monday to Thursay. The phone number appears on your permit.

In some cases, approval from the Service de l’eau may be required. The borough will let you know if that is the case and how to proceed in order to get the required approval.

Other documents are required to add the following components:

  • Water service connection measuring less than 50 mm: List of plumbing fixtures
  • Domestic water service connection measuring more than 50 mm in diameter: Authorization from the Service de l’eau
  • Sprinklers: Hydraulic calculation signed and sealed by an engineer, a civil engineering plan drawn to scale that shows public water mains as well as all features on public property (trees, storm drains, fire hydrants, etc.)
  • Private fire hydrant: Authorization from the Service de sécurité incendie de Montréal
  • Stormwater retention system: Technical sheet and retention calculation for all regulators, cadastral plan, and detailed drainage plan

  • In some cases, you may need to get approval from the Service de l’eau. The borough will advise you on the steps to follow.

Application procedure

  • Complete and sign the “Service Request - Power of Attorney” form and return it to the permit counter. This form is usually attached to the documents that are submitted when a building or demolition permit is issued. It is also available at the permit counter. You will need to provide the name of the company that will carry out the excavation on public property.

Contractors performing excavation work related to water and sewer systems on public property must first add a clause (rider) to their insurance contract. This clause covers potential damage to publicly owned property. Use the rider form titled “Avenant de la Ville de Montréal.” If your contractor does not have this rider, forms are available at the permit counter.

The cost of the permit is a fixed, non-refundable amount. The amount paid on deposit is a budgeted amount whose actual cost is set once the work has been completed. The difference between the deposit amount and the actual cost of the work will be refunded or charged to you.

  • First, depending on the nature of the work, the borough will inform you whether other documents need to be provided.
  • Once your application has been reviewed, the borough will set the amount of the deposit for work that the city will perform, as well as the cost of the permit. These amounts are payable by the applicant when the permit is issued.
