Public consultation on amending the By-law for a diverse metropolis

The city plans to replace the By-law for a diverse metropolis with a new incentive approach. Under the Act respecting urban planning and development, the city will hold a public consultation meeting on the amending by-law.

A new and simplified by-law

The draft by-law aims to simplify project implementation through the following measures: 

  • Increase the by-law’s application threshold for projects with an area greater than 18,000 square metres
  • Reduce financial contributions to 2025 levels by cancelling the increase that came into force on January 1, 2026 as well as future indexations
  • End affordable housing requirements, applied cumulatively to social housing requirements
  • Provide a single 20 per cent requirement for off-market housing that includes both social housing and off-market affordable housing This requirement replaces that of 20 per cent social housing
  • Offer transitional measures

The measures set out in the draft amending by-law aim to provide more favourable conditions for residential development and partnerships between private and non-profit stakeholders over the short term.

At a later date, the city will evaluate the most favourable solutions in collaboration with stakeholders in order to agree on a new incentive approach that will replace the By-law for a diverse metropolis.

Public consultation

A public consultation meeting will be held on February 26, 2026 at 6:30 p.m. in the Salle des Armoiries of Montréal’s city hall, located at 275 Rue Notre-Dame Est. Entrance is on Rue Gosford and Place Vauquelin (Champ-de-Mars metro station).

During this meeting, the draft by-law and the consequences of its adoption will be explained. There will also be a period for questions.
