Public consultations: Affordable housing zones
Under the Act respecting land use planning and development, Montréal must hold a public consultation on any addition of an affordable housing zone to the By-law for a Diverse Metropolis.

Draft By-law 20-041-15: Addition of affordable housing zones in Mercier-Hochelaga-Maisonneuve and Rosemont–La Petite-Patrie boroughs

Public consultation meeting: Wednesday, May 28 at 6 p.m., in room 120 on the first floor of the Lucien-Saulnier building, located at 155 Rue Notre-Dame Est (Champ-de-Mars metro station)
The purpose of this draft by-law is to add new affordable housing zones to Schedule B of the By-law for a diverse metropolis resulting from amendments to the city’s Master Plan in the following areas:
- Mercier–Hochelaga-Maisonneuve: Place Versailles;
- Rosemont–La Petite-Patrie: the former Couvent de la résurrection des Franciscains.
These Master Plan amendments, which will result in significant increases in residential development potential, were initiated by the respective boroughs and were the subject of separate public consultations.
The by-law’s implementation guidelines stipulate that affordable housing zones must be added in these areas via an amendment.
Affordable housing commitments can take the form of a financial contribution, a property transfer or the construction of housing units subject to affordability criteria for a minimum of 20 years in an affordable housing program.

In accordance with the Act respecting land use planning and development (CQLR, c. A-19.1), a public consultation must be held for this by-law amendment. As part of this consultation, all interested parties are invited to submit their comments and questions online between May 14 and 28 or to attend an in-person consultation on May 28, at 6 p.m. in room 120 on the first floor of the Lucien-Saulnier building, located at 155 Rue Notre-Dame Est, Montréal, Québec, H2Y 1B5 (Champ-de-Mars metro station).
Documentation will also be available from May 14 to 28, 2025, Monday to Friday from 8:30 a.m. to 4:30 p.m., at the reception on the ground floor of the Lucien-Saulnier building located at 155 Rue Notre-Dame Est.
