Report on Saint-Laurent's local plans

The Borough of Saint-Laurent presents its report on the main achievements of the six 2017-2021 local plans.

These plans affected the main sectors of municipal life. Most of the actions and projects included in these plans have been completed or at least largely started, and some will continue in the years to come.

Local sustainable development plan for 2017-2020

Through the implementation of original and visionary initiatives, Saint-Laurent has earned a solid reputation as a leader in the field of sustainable development in Québec. With this plan, Saint-Laurent’s Administration wanted to carry out projects that would mobilize its residents, employees and partners in order to pursue its environmental protection objectives.

Completed actions and projects:

  • Declaration of Saint-Laurent as a “sustainable municipal territory” and adopt a sustainable development policy
    21% reduction in greenhouse gas emissions since 1990
  • Organization of a first edition of the Rendez-vous de l’ecocitoyen which welcomed more than 1,200 visitors
  • Development of a master plan for the biodiversity corridor, a world first of its kind in an urban environment
  • Continuation of the organic waste collection awareness campaign with the Organic Waste Patrol, which visited 7,487 doors and met 3,775 citizens
  • Obtaining the “Bee Friendly City” certification, a first for a Quebec municipality
  • Planting of 3000 trees on the public domain.
  • Establishment of facilities favorable to biodiversity in the public domain (native plants attracting birds and pollinators, etc.).
  • Installation of equipment to ensure three-way collection in all municipal buildings
  • Implementation of a certification process for eco-responsible corporate events which notably promotes the concept of Zero Waste

Local greenhouse gas emission reduction plan

In order to take concrete action in the short term to gradually reduce greenhouse gas emissions, Saint-Laurent’s Administration developed a realistic action plan based on a detailed inventory of emissions generated by municipal operations and community activities on the territory. With this plan, Saint-Laurent’s Administration made a formal commitment to limit the harmful effects of climate change as much as possible and, in so doing, Saint-Laurent became the first borough in Montréal where such a plan was adopted.

Completed actions and projects:

  • Renovation of the roofs of six municipal buildings according to the principles of pale and green roofs in accordance with zoning regulations
  • Elimination of fuel oil as an energy source in all municipal buildings
  • Developed a directive on residual materials and apply it to the seven main municipal buildings.
  • Training in eco-driving for municipal employees using a vehicle as part of their duties and regular reminders of this training
  • Reduction in the frequency of mowing lawns in certain public spaces
  • Sensitization of municipal employees and citizens to the fight against climate change (impacts, adaptation, mitigation)
  • Offer a subsidy of up to 50% of the purchase price of a fuelless mower, up to a maximum of $ 75 of the purchase price.
  • Reduction in the frequency of passage of waste collection trucks in buildings with 8 units or less.
  • Development of parking spaces with charging stations for electric vehicles in parking lots and on public roads.
  • Increase in the number of bicycle racks in public places and around municipal buildings.

Local transportation plan

With its central geographic location, Saint-Laurent is a major crossroads in the heart of Montréal. This plan therefore aimed to make it easier for people to get around the borough as well as to and from Montréal, by promoting the use of active and public transportation. Its overall vision covers the next 15 years. As for the action plan, its scope covered three years, from 2017 to 2020.

Completed actions and projects:

  • Installation of awareness panels “Respect our distances” for road users
  • Installation of crosswalks for pedestrians within the framework of the “City friendly to monarchs” initiative (with Saint-Laurent emblem)
  • Adoption of the pedestrian plan

Local cultural development plan for 2018-2021

In 2011, Saint-Laurent became the first borough where culture was identified as the fourth pillar of the Sustainable development plan of Saint-Laurent’s Administration, in addition to the environmental, economic and social components. The culmination of a collective effort with partners from Saint-Laurent’s cultural community, this first plan dedicated to culture was adopted in 2017. In this plan, concrete actions were presented to develop and consolidate the cultural activities and resources offered in the borough.

Completed actions and projects:

• Submission of a three-year cultural mediation action plan as part of the Montreal Boroughs Cultural Mediation Program.
• Enhancement of library loan offerings by adding new items (tools, musical instruments, etc.)
• Support for retailers who are members of Destination Décarie in the animation of the Place Rodolphe-Rousseau
• Carrying out of renovation work on the Vieux-Saint-Laurent Library
• Collaboration in defining the vocation of Maison Robert-Bélanger
• Integration of Urban Walks in the development of the cultural district
• Renewal of the dance service offering to include creative residencies at the Center des loisirs and the Sports Complex.
• Establishment of a Medialab at the Bibliothèque du Boisé.

Integrated social development action plan for 2017-2021

Due to remarkable demographic growth in the borough in recent years, Saint-Laurent ‘s Administration needed to better manage its social development actions in order to adequately meet the changing needs of the borough’s residents. Closely linked to Ville de Montréal’s first Policy on social development, this local plan confirmed the desire of Saint-Laurent’s Administration to make social development a priority in its actions and decisions.

Completed actions and projects:

  • Revise the discount policy for low income people and promote family pricing.
  • Offer of free or low-cost activities to allow discovery or practice
  • Active participation in the partners’ committee, in order to identify common issues and pool practices related to housing.
  • Implementation of the support and recognition policy for organizations

Local municipal development plan for 2018-2021

In order to ensure responsible management of the major projects for the borough, Saint-Laurent’s Administration created its first municipal development plan. In the form of project sheets, it presented various major initiatives requiring multidisciplinary collaboration in order for these projects to be carried out.

  • Planning of TOD Bois-Franc
  • Organization of the festivities for the 125th anniversary of incorporation of Saint-Laurent
  • Start of the Communiquer autrement project
  • Implementation of the iGo Saint-Laurent intelligent management system
  • Planning of the TOD of the Saint-Laurent entrance gates
