Saint-Laurent unveils its 2026–2029 Strategic Plan

The borough is proud to unveil its 2026–2029 Strategic Plan, a clear roadmap built on the achievements of the previous plan to guide the administration’s actions over the coming years.

At its September 2 meeting, the Arrondissement Saint-Laurent Council adopted its 2026–2029 Strategic Plan. This new plan sets the priorities that will guide the administration’s actions over the next four years. It is built around key principles such as quality, resilience, attractiveness, and inclusion, while ensuring continuity with the previous plan’s orientations.

Developed through a rigorous internal process, the plan brings together concrete projects that respond to the needs of the Saint-Laurent community. It reflects the borough’s commitment to delivering high-quality services, strengthening social cohesion, and continuing its transition toward a more sustainable, inclusive, and resilient territory.

Aspirations and Upcoming Projects

The 2026–2029 Strategic Plan is built around five key aspirations:

  • Increasing civic engagement and participation
  • Creating complete, sustainable, and resilient living environments
  • Strengthening our attractiveness, competitiveness, and sense of belonging
  • Developing and maintaining accessible, high-quality services
  • Providing a stimulating and enriching work environment

These orientations translate into concrete projects aimed at generating tangible results in areas essential to the quality of life of Saint-Laurent residents, notably through: 

  • Strengthening ties with communities to better understand their needs, foster inclusive participation, and promote our service offering by adapting communications to different citizen groups and offering a diverse cultural program, including a high-profile annual event.
  • Integrating universal accessibility into our projects and services, based on audits of public spaces and services, conducted in collaboration with community partners and field experts.
  • Improving the handling of citizen requests to ensure efficiency, transparency, and responsiveness in municipal services, through the use of artificial intelligence and a review of business processes.
  • Managing surface water through individual and collective measures to better respond to heavy rainfall events, as part of a climate adaptation strategy. Public spaces such as the boisé du parc Marcel-Laurin and the biodiversity corridor will be used to create a sponge park network that helps relieve pressure on the stormwater system.
  • Planning for a growing territory, in connection with housing development, economic growth, and the influence of major metropolitan projects that benefit the community.
  • Enhancing the borough’s attractiveness by improving cleanliness and sanitation in both public and private living environments, to ensure a healthy and pleasant setting.
  • Promoting overall safety through thoughtful space design, territorial monitoring to uphold community standards, and safer active transportation. Three projects are already planned for 2026: secure access to REM stations, revision of the trucking network, and speed reduction to 40 km/h on certain arteries.

A Process Rooted in Collective Intelligence

The development of this new strategic plan was preceded by a consultation process involving borough staff, particularly those in direct contact with residents and community partners. Their on-the-ground expertise was essential in identifying local issues, setting priorities, and guiding future actions. Thanks to their insights and deep understanding of the territory, the strategic plan is grounded in a concrete awareness of everyday realities.
