Financial support for social and affordable housing projects

Are you representing an organization whose social and affordable housing project has been selected for a provincial program? Find out how to get the financial contribution from the city that the program requires.

Applicable provincial programs

  • Québec Affordable Housing Program (QAHP)
  • Fonds de la fédération des caisses Desjardins
  • Capital pour TOIT S.E.C du Fonds des travailleurs du Québec (FTQ)

Eligible organizations

To be eligible for a financial contribution from the city, you must represent:

  • A cooperative governed by the Cooperatives Act (CQLR, chapter C-67.2) whose incorporating documents include a clause stating that no dividends may be paid to members
  • A body governed by Part III of the Companies Act (CQLR, chapter C-38)
  • The Office municipal d’habitation de Montréal (OMHM)
  • The Société d’habitation et de développement de Montréal (SHDM)
  • A post-secondary educational institution recognized by the government of Québec

Even if you represent one of these organizations, you cannot apply if your organization:

  • Is ineligible to enter into contracts with the city under any of the city’s contract management by-laws (RCG 18-038 and RCG 18-024) or has been sanctioned under any of these by-laws
  • Has been entered into the register of companies that are not eligible for public contracts (Registre des entreprises non éligibles aux contrats publics, or RENA for short) kept by the Autorité des marchés publics
  • Has not fulfilled its obligations in connection with the provision of previous financial assistance within two years of submitting an application for a financial contribution

Eligibility requirements

The project must be carried out:

  • Within the Montréal agglomeration
  • As part of component 1, 2, 3.2 or 4 of the applicable agreement (QAHP, Desjardins or TOIT)

To undertake one of the following projects:

  • Purchasing property on which one or more residential buildings are erected
  • Purchasing property on which one or more buildings will be built or renovated
  • Building or renovating one or more buildings on property the applicant already owns
  • A turnkey project

The project must involve property on which no notice of reservation has been published in the land register.

The project must comply with applicable municipal by-laws.

Subsidy amounts

The city’s financial contribution must be used only to pay the costs of carrying out the project.

The amounts are as follows:

  • Maximum 40% of the SHQ base grant for projects carried out under the QAHP

Under no circumstances may the sum of the city’s financial contribution and the SHQ grant exceed 100% of the eligible implementation costs.

  • Maximum 40% of the government contribution for projects carried out under the Desjardins agreement
  • Maximum 40% of the government contribution for projects carried out under the TOIT agreement

Steps in the process

1. Submit your application

We advise you to contact the Service de l’habitation at the earliest stages of your project in order to receive appropriate support. Submit the project to [email protected] as soon as you have submitted it to a funder. 

2. Preliminary approval

If the project is selected for a funding program, we will send you a preliminary approval letter.

If documents are missing, you will receive a notice of non-compliance. You will have 6 months to send us the missing documents. After 6 months, your application will expire and you’ll have to apply again.

3. Final approval

To get final approval, you must send us:

  • A copy of the signed funding agreement
  • A document signed by you in which you agree to comply with the funding agreement
  • A copy of the acquisition contract for turnkey projects

4. Payments

Disbursement will begin once 95% of the project’s funding sources have been confirmed.

The sequence of payments is determined based on the type of project activity, in accordance with articles 14 to 16 of the by-law.

Submit your application

The application period is continuous, so there is no deadline to submit your project.

Provide the following documents:

  • Document attesting to the selection of the project under the QAHP, the Desjardins agreement or the TOIT agreement, as applicable
  • Description of the project, including its projected location, the number and type of housing units, the list of services offered in the building and target clientele
  • Deployment plan
  • Copy of the applicant’s title deed to the building, the promise to purchase or the acquisition contract, as the case may be
  • Financial arrangements for carrying out the project, including the sources of funding and their confirmation, if applicable
  • Copy of applicant’s incorporating documents
  • Resolution of the applicant’s board of directors designating the signatories who are authorized to submit the application for financial contribution, a template of which is provided in the application form
  • Copies of insurance policies or certificates pertaining to the project that are available when the application is submitted
  • Name and contact details of the notary handling the applicant’s property purchase deed, along with information about the notary’s trust account, if applicable
