Get a permit to install a residential spa
Find out how to apply for a permit, sometimes called a certificate of authorization, if your borough requires that you obtain one to install or replace a spa on your property.
Before submitting your application, please make sure that you have all the documents related to your project and that it meets the spa installation standards in your borough.
You can submit your application online or go in person to a point of service in your borough.

A permit is required to install any type of spa if:
- Its capacity is more than 2,000 litres
- Its depth is more than 60 cm
Fees
You will be required to pay $9.80 for every $1,000 of work. Regardless of the amount of work, you must pay a minimum of $161.
Validity period
The permit is valid for a period of 18 months.
You have 12 months to start the work, as of the date of issuance of the permit. Otherwise, the permit is no longer valid and you must obtain a new one.
Renewing your permit
If your permit will expire before work starts, you can renew it at the borough permit counter. Fees apply.
If you have not completed the work and your permit is about to expire, contact the Borough in writing to extend its validity period for six months. You must provide reasons for the delay. No fees are applicable.

- Landscape plan showing the entire property, demonstrating that at least 20 per cent of the lot is covered by vegetation planted in the ground. The location of every tree that will need to be removed to install the spa must be indicated. Approval must be received prior to tree-felling.

- Detailed access plan, with a description of the materials used
- Sectional view of the ground if the spa is in-ground
- Engineering calculations for the roof structure if the spa is installed on the roof

Spa with a capacity of less than 2,000 litres
Most of the time, you won’t need a permit. However, if you have an in-ground spa or a rooftop spa, contact your permit counter – you may need a permit.
Spa with a capacity of 2,000 litres or more
You must submit an application and get your permit prior to installing your spa.
Fees
The permit costs $468, taxes included.
If you plan to change your terrace to accommodate a spa, the permit fee will be adjusted based on the scope of the project.
Validity period
The permit is valid for a period of 6 months.
Otherwise, the permit is no longer valid and you must obtain a new one.

This permit expires when the installation or modification of the spa is not completed within six months of the date of issuance.

If your permit expires before the work is completed, you must submit a new application for a permit. The new permit will be valid for a period of three months and can only be issued once.
The permit renewal fee is 50 per cent of the original fee. Minimum fees apply.

An attestation from an engineer and member of the Ordre des ingénieurs du Québec is required to install a spa on a building or garage roof. The attestation must state that the roof is capable of supporting the weight of the spa.
