Need to replace the doors and windows on your building? You must comply with the regulations in force, and in certain cases, you are required to obtain a permit.

You must meet natural lighting and ventilation standards. Some buildings also require compliance with energy efficiency standards.

In addition, some areas and properties are subject to particular standards to preserve their historic, architectural or landscape value. Additional documentation, such as a Site Planning and Architectural Integration Plan (SPAIP), may be required to obtain the permit.

A permit is not required to restore an original door or window, except if your building belongs to one of the following categories:

  • classified heritage immovable
  • significant architectural witness
  • located in the Mount Royal Heritage Site
  • located in the protection area of a classified heritage immovable

Since, in order to receive a permit, the models submitted must comply with requirements, it is strongly recommended you obtain your permit prior to signing a contract for your project.

Exterior walls

If your work is to be done on an exterior wall, before ordering your supplies, please carefully read the Sud-Ouest borough’s document on doors and windows (Appendix F of the Sud-Ouest urban planning by-law, in French).

It identifies the original types of doors and windows and the authorized replacement models, according to the type of building. If your windows or doors are original, you must preserve exactly the same appearance (form, materials and model).​

All exterior walls are included in this requirement, except one that leads to a rear yard. Certain exceptions apply if your property is an architecturally significant building, in which all exterior walls are included, or if it is located near the Canal de Lachine.

It is important that you check to see if your building is recognized as significant or architecturally significant, or if it is located in a significant sector in order to fully understand the replacement requirements applicable to your property.

Rules to follow

  • Use of polyvinyl chloride (PVC) on the exterior of windows, including the frames, is prohibited throughout the Sud-Ouest. However, you can use a hybrid model.
  • For an architecturally significant building (a property of local interest, a property subject to the Cultural Heritage Act, and places of worship identified in Appendix B), exterior window cladding must be in wood or aluminum
  • For a significant building and a building located in a significant sector, windows can be in wood, aluminum or hybrid
  • Skylights, windows and French doors on a home must comply with “Energy Star®” certification according to criteria established by Natural Resources Canada for Climate Zone 2
  • Original glass block must be preserved and reinserted in the opening
  • Original stained-glass windows must be preserved and reinserted in the opening
  • Except in the case of an architecturally significant building, modification of the colour of an original architectural component is allowed

Additional requirements in certain areas

In the borough’s heritage areas, replacement elements must have the shape and appearance of those original to the building.

This restriction applies to certain building façades, particularly if they are visible from the street.

A permit is required to replace exterior doors and windows with models that have the same dimensions.

Doors 

New doors can have:

  • Glass with similar proportions to glass in the original door
  • Rectangular glass that is between 106.6 and 137.1 cm high 
  • Full-height rectangular glass that is not tiled or subdivided, in buildings that were built after 1940

The glass portion of the door must be transparent and unified or present a fine texture without patterns or tiles on any part. 

Other applicable standards

When a door is replaced, transom windows must be maintained or recreated.

Authorized replacement windows vary from one type of building to another. For example, glass in the doors of wartime housing-type homes can have tiles and its height can be less than 106.6 cm.

Glass in the doors of a balcony on floors above the ground floor can be shorter and include a sash window.

All doors on the same façade must be the same colour, except for front doors, which can be wooden or darker in colour.

Processing fees for permit applications vary based on the projected cost of the work. You will be required to pay $9.80 for every $1,000 of work.

Regardless of the amount of work, you will be required to pay a minimum:

  • $161 for a strictly residential building
  • $473 for a commercial, industrial, institutional or mixed-use building

The projected costs must include all fees associated with the work (ex: plans, labour, equipment), taxes included.

Fees are non-refundable.
