Get the documents you need for a permit application
Are you preparing your permit application? Find out what documents might be needed from you and how to get them.
In general, if you want to carry out exterior renovations, you must apply for a permit. Depending on the type of renovation, you must submit different documents to support your application.
Here are some documents we often need to evaluate a permit application:
This document shows the size of the lot, the lot number(s) and the location of the building(s). It is usually among a property owner’s ownership documents.
A new certificate of location must be produced every 5 to 10 years.
How to get it: The document is produced by a land surveyor.
The building data sheet, or declaration of compliance, is required for major construction or conversion projects. It has two parts:
- Part A: Building data sheet that contains important information about the building and the project that will be carried out.
- Part B: Declaration of compliance that must be signed by the professional, the designer or the owner. By signing this document, the professional, designer or owner stipulates that the plans submitted as part of the permit application comply with the By-law concerning the construction and conversion of buildings and that, within the limits of their respective mandates, the project will comply with the same by-law.
The professional responsible for your project will be able to tell you which of the following two documents must be submitted as part of your permit application:
- Building data sheet for buildings that are exempt from the Building Act
- Building data sheet for buildings that are not exempt from the Building Act

This document is used to declare the energy sources that will be used by the heating equipment in your new building. It must be provided when you apply for a building permit.

If it has been demonstrated that the conditions for the development and occupancy of a building and the requirements set out in the By-law concerning the construction and conversion of buildings (11-018) cannot be reasonably applied, the city may apply different measures or alternatives if it is of the opinion that these measures or alternatives provide a sufficient degree of safety and health.
Anyone who would like to propose alternative measures must, in addition to all the information needed to understand the project and the application, complete the alternative measure application form.

Under the By-law concerning the transfer for purposes of establishing, maintaining and improving parks and playgrounds and of preserving natural areas on city territory (17-055), the issuance of a building or subdivision permit may be subject to a contribution in the form of a transfer of land or a payment of a compensatory sum. Forms are available to help determine this contribution. Be sure to use the right form for your situation:
- Application for a subdivision permit to approve a cadastral operation that results in the division of a lot
- Application for a building permit to erect a new main building on an immovable whose registration as a separate lot was not the subject of a subdivision permit because it resulted from cadastral renovation
- Application for a building permit to carry out a redevelopment project
- Application for a building permit to carry out a redevelopment project by converting an existing building.

Data sheets are documents that include all the details (materials, dimensions, colour, etc.) concerning the elements (doors, windows, cladding material, etc.) that you plan to install.

A landscaping plan is a technical and graphic representation of landscaping elements that are presented in their context.
It is a horizontal plan, drawn to scale, that illustrates the planned development of your land and shows the percentage of greenery. Using this plan, the cohesiveness between the built environment and the vegetation can be assessed.
How to get it: The document is usually produced by a landscape architect. See a sample landscaping plan at the bottom of the page.
An elevation plan is a technical and graphic representation of the wall affected by your project. It is a vertical projection of the wall and its components, on a horizontal plane drawn to a minimum scale of 1 : 100 or 1/8’’ = 1’ - 0’’.
How to get it: The document is usually produced by an architect or technologist (including interior designers).
A structural plan is a technical and graphic representation of the structural elements of a building or group of buildings. It is drawn to a minimum scale of 1 : 100 or 1/8’’ = 1’ - 0’’.
How to get it: The document is produced, signed and sealed by a structural engineer or architect.
A ventilation plan is a technical and graphic representation of the heating, ventilation and air conditioning (HVAC) elements of a building or building assembly on a horizontal plane, drawn to scale.
How to get it: The document is usually produced by a landscape architect.
A proxy is a written document in which you give another person the authority to act on your behalf.
How to get it: You can produce a proxy document yourself.
When a project includes the installation of a green roof referred to in the first paragraph of the first paragraph of section 27.4 of the By-law concerning the construction and conversion of buildings (11-018), the permit application must be accompanied by the green roof data sheet that has been duly completed and signed by the designer.
