Submit an application for a public consultation to the city using the right of initiative

Last updated August 15, 2024

Would you like to ask the city to hold a public consultation on a draft petition? The right of initiative gives residents this opportunity. Here’s how to submit your draft.

Submitting a draft petition is the first step to getting a public consultation. See the page Right of initiative for details about the criteria and stages of the process.

To submit a draft petition, you must:

  • be 15 years of age or older and live within the area targeted by this draft petition
  • complete the online form or the paper form
  • obtain 25 signatures from Montréal residents aged 15 or older who live in the area that the draft concerns
  • designate three people who may be contacted by the city among the 25 draft petition signatories

You may submit your draft petition by using the online service or completing the print form. Clearly indicate the purpose of the draft and why a public consultation on this subject is in the interest of the community.

If the draft is accepted, the city will contact you. You may proceed to the next step, which consists of having the petition signed by 15,000 people.
