Learn more about the public process that will guide the realization of the future Special urban planning program (SPP) for the development of boulevard Saint-Charles. In doing so, you will help to shape the future development of this area.
Why hold public meetings?
In an effort to involve citizens in the process from the outset, the Borough took the initiative in 2022 of organising meetings before embarking on the production of the boulevard Saint-Charles planning program, which aims to transpose as accurately as possible the issues experiences by the population. It is therefore with great enthusiasm and a genuine interest in the enhancement of the quality of its living environment that we invite you, residents, business people and organisations to learn more about the preliminary version of the Special Planning Program (SPP) and the stages of the SPP process.

We invite you to participate in the citizen consultation and to express your views on the preliminary document following three proposals:

• Planning and Redevelopment Principles
• Land Uses, Density and Building Heights

Deadline to submit comments and participate to the online consultation: Extended until March 20, 2023.
Process and timeline
May 17, 2022: Holding of a public information evening on development issues in the area in preparation for the preliminary analysis of the vision, directions and objectives of the SPP. The presentation also presented what is a Speacial urban planning program and its main objectives.
June 21, 2022: An ”open house” type of active participation evening based on 5 issues related to the boulevard Saint-Charles.
August 22 to September 30, 2022: Holding of a citizen consultation on the online platform Cocoriko, on the following five themes:
- Ecology and greening;
- Built environment;
- Urban functions and cohabitation;
- Mobility;
- Urban landscape.
*The consultation is now over.
November 30, 2022: In-person public presentation of a synthesis of the vision, orientations, objectives, spatial organization concept, projected interventions on the public domain, as well as the preliminary action plan.
Mid-january to March 20, 2023: The public is invited to review the preliminary SPP document and submit comments and questions.

March 23, 2023: Period for reviewing comments and writing feedback and briefs.
A feedback document will be prepared during the month of March 2023, and will subsequently be published and made available online. This document will include all the comments that were made during the various consultation stages and will indicate whether or not they were taken into consideration and the relevant justification or explanations.
Document will evolve and be updated as comments are received from other authorities (e.g., CCU, Jacques-Viger Committee, Direction des infrastructures, etc.).
April-May, 2023: The borough will make presentations with members of the Jacques-Viger Committee and the Direction des infrastructures de Montréal.
August, 2023: Adoption of the Special Planning Program Project by the Pierrefonds-Roxboro Borough Council.
September, 2023: Holding of a public consultation as required by Loi sur l’aménagement et l’urbanisme.
October, 2023: Adoption of the Special Planning Program by the Pierrefonds-Roxboro Borough Council.
November, 2023: Adoption of the Special Planning Program by the City Council of Montreal.
