Strategic planning 2022-2025 - Citizen consultations in Saint-Laurent

The Borough of Saint-Laurent invites the population to participate in public consultations as part of its 2021-2025 strategic planning process.

As part of this process, the Saint-Laurent population is invited to express themselves on various themes. Citizens will have the chance to share their ideas and concerns with the mayor of Saint-Laurent, Alan DeSousa, who will participate in each session, as well as with a member of the Saint-Laurent council invited by the mayor for the occasion.

In order to comply with health instructions and ensure everyone’s safety, the consultation sessions will be held in virtual mode on the Zoom platform.

  • Tuesday, March 9, 6:30 p.m. - 8 p.m.: Inclusive borough and communication
  • Tuesday, March 16, 6:30 p.m. - 8 p.m.: Mobility
  • Wednesday, March 24, 10:30 a.m. - noon: Economy and development of the territory
  • Thursday, April 15, 6:30 p.m. - 8 p.m.: Post-COVID recovery plan
  • Thursday, April 22, 6:30 p.m. - 8 p.m.: Ecological transition and the fight against climate change
  • Thursday, April 29, 6:30 p.m. - 8 p.m: Social development and lifestyles

This consultation is aimed at residents wishing to discuss communications and inclusion within the borough.

In context
In 2020, Saint-Laurent had more than 106,000 inhabitants, a third of whom are under 25 years old and 83% of whom come from an immigrant background. The diversity of its inhabitants is an asset that drives the borough to want to be exemplary in terms of inclusion and communications. To do this, it seeks to know the best ways to dialogue with its citizens and to ensure access to quality and appropriate services in an open environment.

How could the borough reach more effectively and encourage the participation of the Saint-Laurent population?

This consultation is aimed at residents wishing to discuss mobility and transport in the heart of the borough.

In context
Mobility includes the different modes of travel on road, public and active transport networks. On the territory of the borough, there are several bus lines, metro and train stations as well as multifunctional paths for pedestrians and cyclists. The major highways nearby also facilitate travel to Saint-Laurent but also to neighboring territories. The arrival of the REM also represents an element that will have a major impact on the portrait of mobility for residents, visitors and workers. The borough wishes to know the orientations to be favored in order to facilitate travel within the territory in the coming years.

This consultation is aimed at residents wishing to discuss issues of economic development and land use planning.

In context
Recognized for its economic dynamism, Saint-Laurent is the second largest employment hub in the metropolitan region and is home to more than 4,500 businesses. In addition, the borough aims to guide urban growth by making Saint-Laurent a good place to live, work, study and play. The borough wishes to obtain the opinion of its citizens in order to find out the courses of action to stimulate the economy, promote employment and develop stimulating living environments.

How can we ensure that more residents of Saint-Laurent have jobs in the borough? What should the economy of the future look like? What types of development of public spaces would be suitable?

This consultation is intended for residents wishing to discuss the post-COVID recovery in Saint-Laurent.

In context
The shock wave of COVID-19 has rocked several sectors of the economy including tourism, events, retail and catering, not to mention the significant impacts on populations. Trends are emerging: yesterday’s needs will no longer be the same and behavior will have changed. The borough wishes to understand what the means are necessary to put in place for a healthy recovery.

What should be the recovery priorities in Saint-Laurent? What are the innovation opportunities to be seized?

This consultation is aimed at residents wishing to discuss the ecological transition and the fight against climate change.

In context
In recent years, the Borough of Saint-Laurent has carried out many actions presented in its most recent Local Sustainable Development Plan and is continuing its efforts in this direction. In order to lead the fight against climate change head-on, Saint-Laurent wishes to know the population’s action priorities to promote ecological transition and promote eco-responsible actions.

This consultation is dedicated to residents wishing to discuss issues of social development and lifestyles.

In context
The social fabric within the district is rich and the needs of the population are varied. The borough works in collaboration with the various stakeholders in the community to identify and find answers to social issues. In addition, the Borough of Saint-Laurent is seeking to optimize its efforts to improve citizens’ access to cultural, sports and leisure activities and to offer its population programming that meets their expectations. Saint-Laurent wants to know the needs of citizens in terms of the offer of services in the territory to better target the efforts to be deployed in the coming years.

What types of cultural, sports and leisure activities are desired by citizens? What should be the priorities for action to support the development of the Laurentian community?

“In these times of great uncertainty, a strategic planning process will give us a solid foundation for planning the future of our community in addition to helping us identify our strengths and challenges. Residents’ involvement is an essential part of this exercise of introspection and renewal for our society. Therefore I am inviting residents to voice their opinions on the future of Saint-Laurent. What is strategic planning?

An essential reflection and management exercise, strategic planning aims to provide an organization with direction, a framework and indicators of success in order to promote the achievement of objectives. 

Saint-Laurent’s 2022-2025 strategic planning stages

The Arrondissement de Saint-Laurent had started this planning exercise last October along with the consulting firm Raymond Chabot Grant Thorton. Following the development of a diagnostic portrait, consultations were held with local parties involved, including community organizations as well as employees and members of Borough Council.

 

Now, the Arrondissement de Saint-Laurent is undertaking this essential step of consulting the borough’s residents in order to find out their aspirations and ideas for the Saint-Laurent of tomorrow. It will then develop a strategic framework that will facilitate the implementation of specific orientations and projects to be carried out. The entire Saint-Laurent 2022-2025 plan will be presented to residents in June.
