Submit a permit application to Saint-Laurent

Do you want to submit a permit application. Residents, as well as professionals, can use the various online tools to prepare their permit application.

Here are some indications on the procedure to follow.

Step 1: Get informed

Before starting to plan a project, it is advisable to obtain information on the relevant topics. Several tools and information banks are availablehere

1- Assistant-permis (Permit wizard)

Answers to your questions and forms to fill out for most of the permits or certificates of authorization. 

2- Information sheets and forms

Complete and simplified documentation on the application of municipal bylaws and the procedures for obtaining a permit or certificate of authorization.

 3- Info-zonage (Info-zoning) 

A research and dissemination tool for Saint-Laurent’s land use tables and standards. Find the land use classes and the standards for sites that are permitted for the zone to which an address or lot corresponds. The data contained in Info-zoning can be useful to both individuals and professionals.

4- Bylaws 

Simplified documentation on a number of bylaws, including those of the Advisory Committee on Planning (ACPU), Site Planning and Architectural Integration Programs (SPAIP), minor exemptions, conditional uses, bylaw amendments, etc.

Step 2: Prepare the permit application

After consulting the relevant sources and having checked that your project is eligible and after completing the forms available online, if applicable, there are several options for submitting an application along with all the required documents.

Option 1: Submitting the application online

  • Digital information and services, such as permits for outdoor renovations, tree cutting, etc. An account must be created.

Option 2: Sending by email

Step 1: Email

  • Consult Assistant-permis 
  • Fill out the appropriate permit application form using block letters.
  • Scan the form and all required documents.
  • Send everything by email to: [email protected]

Step 2: Processing the application

  • A municipal officer will handle the application and will contact you to follow up on it within two (2) working days.
  • If the application requires the approval of the Urban Planning Advisory Committee (UPAC) due to a Site Planning and Architectural Integration Program (SPAIP) or a minor exemption, the documents will be forwarded to a development advisor to examine the application and determine whether it is eligible.
  • Once the documents are complete and the application complies with the bylaws and standards in effect, the municipal officer will help you to complete the permit application online.

Step 3: Processing the permit application

  • The municipal officer will finalize the approval and proceed with the issuance of the permit.
  • An electronic copy of the permit will be sent to you by email.

Option 3: Sending by regular mail

It should be noted that under the present circumstances, the Permits team is giving priority to Options 1 and 2 in order to minimize the risk of contagion when handling documents. The processing time for Option 3 is therefore longer.

Step 1: Regular mail

  • Consult Assistant-permis
  • Fill out the permit application form in block letters.
  • Mail the form and all required documents to the following address:

  • Contact the Permits and Inspections section for any additional questions by sending an email to: [email protected]

Step 2: Processing the application

  • A municipal officer will take charge of your application and will contact you to follow up on it within two (2) working days of receiving your documents.
  • In the event that the application requires the approval of the Urban Planning Advisory Committee (UPAC) due to a Site Planning and Architectural Integration Program (SPAIP) or a minor exemption, the documents will be forwarded to a development advisor to examine the application and determine whether it is eligible.

Step 3: Processing the application

  • The municipal officer will finalize the approval and proceed with the issuance of the permit.
  • The permit will be sent to you by mail.

Option 4: In person 

It should be noted that under the present circumstances, the Permits team is giving priority to Options 1 and 2 in order to minimize the risk of contagion when handling documents. 

  • Go to the Permit counter at 777, boulevard Marcel-Laurin. The counter is open to citizens and businesses from 8:30 a.m. to 12 p.m. and from 1 to 4:30 p.m. on Mondays, Tuesdays, Thursdays and Fridays.
