Get a proof of identity and of residence card for a person without legal status or awaiting legal status

The identity and residency card gives you access to municipal programs and services. Find out if you are eligible and how to get your card.
Eligibility
Eligible persons:
- Have tourist or temporary resident status; have not received a renewal of their tourist visa, study permit or work permit; and have not left Canada
- Have had a refugee claim refused, exhausted all possible recourses and have disobeyed a removal order
- Entered Canada irregularly
- Are transgender and waiting new identification documents
- Are unhoused
You don’t need to provide any documents to prove your identity or place of residence. The card is issued immediately.
This service is completely confidential. No personal information will be shared with other organizations.
