CDN-NDG Participatory Budgets

Do you have an idea to improve your neighborhood? The Côte-des-Neiges–Notre-Dame-de-Grâce Participatory Budget was created specifically to receive ideas from citizens and bring them to life. Check out the projects chosen by the community.

In 2023, the borough launched its first participatory budget to respond to residents’ needs and listen to their proposals. Ideas submitted by the public are developed, improved, and refined in collaborative workshops to become projects.

The projects are then analyzed by internal teams to determine their feasibility. At the end of the process, the projects still in the running are presented to the public, who choose the projects through a popular vote.

The projects that receive the most votes are carried out by the borough over the next two years.

Participatory Budget CDN-NDG 2024

From March 12 to the end of October, there were several opportunities to participate in the second edition of the Participatory Budget. Whether it was to propose an idea or work on those of others, your civic expertise was needed.

This second edition resulted in 385 citizen ideas being collected and transformed into 71 projects, with 18 finalists put to a public vote. More than 2,078 ballots were completed. The five winning projects will be carried out over the next two years with a budget of $500,000. You have chosen:

  1. Local food market - $150,000
  2. Pollinator oasis - $75,000
  3. Microforest - $40,000
  4. Beautifying sidewalks on Queen-Mary - $100,000
  5. Outdoor exercise stations - $135,000

What’s next? Your borough is committed to completing the five projects within the next two years. In addition, the winning projects from the first edition are well underway.

Local food market - 150 000 $ | In planning

The project aims to develop a method to facilitate physical access to food.

Pollinator oasis - 75 000 $ | In progress

Addition of two landscaped areas in Trenholme Park.

  • First phase of development in fall 2025
  • Second phase of development in 2026

Microforest - 40 000 $ | Completed

Planting on the median strip of Fielding Street, between Doherty and West Broadway.

Beautifying sidewalks on Queen-Mary – 100 000 $ | In progress

Several actions are being implemented to improve Queen-Mary.

  • Addition of 20 tree planters
  • Creation of a brand image for Queen-Mary

Outdoor exercise stations - 135 000 $ | In progress

Improvements to existing Trekfit stations in two parks. 

  • Loyola Park - completed in 2025
  • Jean-Brillant Park - in planning

Participatory Budget 2023

The first edition of the Côte-des-Neiges–Notre-Dame-de-Grâce Participatory Budget ran from March until November 2023. Residents were invited to submit ideas under the following theme: The quality of life of families. 

With a budget of $500,000, the inaugural edition culminated in 152 ideas being collected from residents. The ideas were then transformed into 53 projects, out of which 15 finalists were submitted to the popular vote. 

The result, based on the 1,600 votes cast, led to the following 5 projects being selected for completion by the borough.

Secure our bike paths – $30,000 | Completed

Addition of 21 concrete bollards at the ends of the Lacombe and Édouard-Montpetit bike paths.

  • 36 bollards and stockings installed on the Lacombe bike path = 13 sites
  • 28 bollards and stockinette installed on the Edouard Montpetit bike path = 8 sites

Secure specific pedestrian walkways - $40,000 | Completed

Installation of 10 end-of-street protrusions in the form of bicycle racks to make pedestrians more visible.

First planting in Nelson-Mandela Park in spring 2025.

Community fridges – $45,000 | Planning

The project involves the installation of 9 fridges in various locations in the borough.

Accessible public washrooms – $150,000 | Planning

Addition of a public washroom on Place Guy-Viau. Work scheduled for spring 2025.

Ville de Montréal Participatory Budget 

In parallel with the Borough Participatory Budget, the City of Montreal also conducts a Participatory Budget exercise that includes all 19 boroughs on the island of Montreal. You can also participate in this Budget by proposing ideas to improve CDN-NDG.
