Procedure
Gather the following documents in electronic format:
- Resolution from the board of directors authorizing the project submission
- Information registered with the Registre des entreprises du Québec
- A document designating a representative acting on behalf of the organization (if applicable)
- The résumés of all directors and board members if the board was constituted less than two years before the application was submitted
- The most recent annual report
- Financial statements for the past three fiscal years or, if unavailable, all financial statements produced since the organization was constituted
- At least one line-by-line estimate for a quote for construction or architecture, for the work that the application concerns
- One of the following documents:
- A document showing that the cultural organization owns the building for which the application is being made
- A copy of the building owner’s acceptance of the purchase offer
- A copy of the emphyteutic (long-term) lease for a duration of at least 20 years
- A copy of the act of usufruct for a duration of at least 20 years
- A solemn declaration that shows that negotiations are underway with a building owner to purchase or rent the building for a period of at least 20 years, signed by both the building owner and the organization
- The owner’s agreement and authorization of the work, if the application is being made by a tenant, or the agreement of the co-ownership syndicate, if the building is under undivided co-ownership
- A service proposal or partnership agreement with a cultural organization and a document that presents three projects carried out that are similar to the eligible work
- Any complementary document that can be used to assess the building and the scope of the work to be performed (structural, technical) such as development plans
- A business plan or executive summary of the artists’ studio project that meets the following criteria:
- Provides a financial forecast that covers at least five fiscal years
- Shows the longevity, viability and profitability of the project
- Shows the affordability of rent prices for the artists’ studios
- Includes the current costs of taxes as well as their projected increase after work is complete
- A pdf file that includes at least three letters from visual artists or craftspeople that confirm their interest in renting a studio, and mentions the amount of gross annual square feet that fall within their budget
- At least one photograph of each part of the building in which the eligible work will be performed
- Any other documents that can be used to assess the application in relation to the evaluation criteria grid
- If the organization employs 50 or more people, one of the following documents:
- Current certificat de francisation issued by the OQLF
- Current attestation of application of a French language program (francisation) issued by the OQLF
- Attestation of enrollment in a French language program (francisation) issued by the OQLF
