Financial assistance for organizations in CDN-NDG from Prévention Montréal

Community organizations in Côtes-des-Neiges–Notre-Dame-de-Grâce are invited to submit projects geared to vulnerable children, youth under 30 years of age and their families, under Prévention Montréal’s new financial assistance program for 2024-2025.

Objective of the program

Prévention Montréal is a new program aimed at promoting actions that set out to improve the quality of life and safety of children, youth and their families. It reflects a commitment on the part of the city to give all Montrealers access to quality local services that meet their needs. It acts as a vital lever in support of local and regional efforts to consolidate our commitment to offering safe and inclusive living environments in a spirit of solidarity.

Areas of action

Targeted actions aimed at offering safe, high-quality living environments

The program’s two areas of action aim to offer safe, high-quality living environments, along a continuum that takes into account the ecosystem in which vulnerable children and youth grow up.

Area of action 1 – Allow vulnerable children and youth to develop their full potential 

Main objective

Children and youth get actively involved in efforts to ensure respect for fundamental rights, take action against racism and systemic discrimination, and realize their full potential by benefitting from a variety of accessible and adapted resources. 

Objective 1.1. Foster civic and social involvement among children and youth and help them become more aware of their rights.

Objective 1.2. Reduce inequalities by contributing to the overall development of children and youth in their environment.

From January 1, 2024 until December 31, 2025, Côtes-des-Neiges–Notre-Dame-de-Grâce has a budget of $445 000 for Area of action 1.

Area of action 2 - Prevention in urban safety

Main objective

Improve the experience and perception of safety among residents within their neighbourhoods and the city, with a special focus on children and youth in communities more susceptible to experiencing insecurity. 

Objective 2.1. Support the development of community-based and citizen actions in urban safety.

Objective 2.2. Support the establishment of targeted initiatives aimed at preventing violence among children and youth at risk of committing or being subjected to violence.

From January 1, 2024 to December 31, 2025, Côte-des-Neiges–Notre-Dame-de-Grâce  has a budget of $575 000 for Area of action 2.

Priorities of the borough

The borough has mandated the International Centre for the Prevention of Crime (ICPC) and the CEUM to establish a Local Safety Audit (LSA) among youth, which helped: 

  • Establish the locations most frequently associated with events.
  • Identify locations deemed unsafe by youth.
  • Measure the feeling of safety among youth.
  • Analyze incidents of violence based on the spheres of life in which they occur.

In light of the recommendations arising from the LSA and the issues and potential solutions identified at the ideation session with youth partners in the community, the borough set out the following priorities for 2024-2025: 

  • Encourage young girls to reappropriate the public space.  
  • Present a varied offer of services for youth ages 18 to 25, particularly for girls.
  • Promote awareness of the positive use of social media among youth and parents. 
  • Encourage positive ties between youth and police.
  • Strengthen parenting abilities and skills.
  • Raise awareness and take action with children in grades 4, 5 and 6 experiencing vulnerable situations or at risk of exclusion.

A form must be submitted with the application, specifying how the proposed project will meet these recommendations. Projects that address these priorities will be favoured.

Eligible projects

To be eligible for financing, a project must meet the following requirements: 

  • Prioritizes children and youth under 30 years of age and/or their parents living in vulnerable situations or at risk of exclusion. 
  • Be completed within a maximum period of two years; the project can start on January 1, 2024 and end no later than December 31, 2025. 
  • Comes under only one of the program’s two areas of action and meets its objectives. 

It is also strongly recommended:

  • That the project submitted be receiving financial support from other sources of funding. 
  • That the project submitted be linked with the borough’s priorities or identified in an action plan set out by a sectoral or intersectoral table within the limits of the borough.

Eligible organizations

  • Be a legally constituted non-profit organization whose objectives, under its charter, are compatible with the objectives of the program, or be a cooperative that gives no reductions and pays no interest on members’ portions. 
  • Be directed by a democratically-elected board of directors.
  • Be registered and remain in good standing with the Registraire des entreprises du Québec. 
  • Have recognized expertise as well as solid knowledge of target populations and the issues that the project aims to address. 
  • Is already active within the borough.

Eligible expenses

Eligible expenses are those that are directed linked to the completion of the project for which financial assistance is awarded and are incurred exclusively for the purposes of the project, notably: 

  • The proportion of staff salaries, including benefits associated exclusively with the time dedicated to completing the project, provided that they correspond with the salaries usually paid to employees holding positions and performing comparable tasks, or salaries paid by comparable organizations in the community. 
  • Fees related to the project. 
  • The purchase and rental of equipment exclusively for use in completing the project, or a sum of the purchase or rental cost proportional to the use of the equipment for purposes of completing the project. 
  • The rental of premises exclusively for the completion of the project, or a portion of the rental cost proportional to the use of the premises for the completion of the project.
  • The purchase of materials (e.g., stationery, office supplies) indispensable to the completion of the project. 
  • Promotional and communication fees, including for designing and printing posters or flyers related to the activities offered by the organization as part of the project. 
  • Travel expenses in Montréal directly linked to the completion of the project and in accordance with the applicable scales shown in the government of Québec’s Recueil des politiques de gestion (directory of management policies), set by the Secrétariat du Conseil du trésor for fees refundable to public servants for travel and other related fees. 
  • Administrative fees (up to 10 per cent of the eligible expenses listed above).

The signed form and the required documents mentioned below must be submitted through the subsidy management and follow-up platform(GSS).

  • Wednesday, September 13, 10 a.m. to 12 p.m.
  • Tuesday, September 19, 6 to 8 p.m.
