Does your non-profit organization offer sports, recreational and arts activities to people of all ages living with one or more limitations or disabilities? The city offers recognition that provides access to borough facilities and to annual financial support.

Description

The PANAM Recognition Program (2023-2024) extends over several years.

Its recognition allows organizations:

  • to access City equipment and facilities (swimming pools, arenas, parks) and boroughs, within the limits of their availability
  • to receive training, advice in sports, leisure and culture, support in program development, etc.
  • to obtain assistance to promote and ensure the broadcast of programming. Organizations benefit from this recognition for 3 years.

Eligible activities

Your activities must be held for:

  • At least 50 clients, at least five times
  • A minimum of 5,000 hours of activities (multiplication of the number of participants by the duration of the activity). Administrative time or preparation is not considered when calculating hours. 

Activities can take place outside city limits.

Ineligible activities

  • With rehabilitation goals
  • Funded by an educational and pedagogical resource center (CREP, PACC, etc.)
  • With accommodation
  • Of respites
  • Awareness
  • Holiday camps
  • One-off events

Eligible special activities

  • Day camps: 40 per cent of the schedule of activities will be considered, excluding day care services, for a maximum of 35 hours per week. 
  • Day centres: 40 per cent of the schedule of activities that take place between 9 a.m. and 7 p.m. (around 40 weeks each year) will be considered.
  • Activities in fitness centres: A maximum of two sessions per week per user is eligible.

The city will do the calculations when the application is processed.

Eligible organizations

  • Associations and political parties
  • Religious association
  • Cooperatives or organizations that were constituted fewer than 12 months ago;
  • Individual companies
  • Healthcare facilities, including integrated health and social services centres (often referred to by their French acronym, CISSS) and integrated health and social services university centres (often referred to by their French acronym, CIUSSS)
  • Private and public educational institutions. 
  • Non-profit organizations that were formed to serve special interests of their members
  • Organization’s on the province’s registry of companies that are not eligible for public contracts, the Registre des entreprises non admissibles aux contrats publics (RENA)
  • Paramunicipal organizations
  • Union organizations
  • Professional orders
  • Companies that are collectively held, sponsored or joint stock 
  • Any other organization whose mission and interests are not compatible with program objectives.

Ineligible organizations

  • Associations et partis politiques
  • Associations à caractère religieux
  • Coopératives ou organismes constitués depuis moins de 12 mois
  • Entreprises individuelles
  • Établissements de santé, incluant les centres intégrés de santé et de services sociaux (CISSS) et les centres intégrés universitaires de santé et de services sociaux (CIUSSS)
  • Établissements d’enseignement privés et publics
  • Organismes à but non lucratif constitués pour servir les seuls intérêts particuliers de leurs membres
  • Organismes inscrits au Registre des entreprises non admissibles aux contrats publics (RENA)
  • Organismes paramunicipaux
  • Organisations syndicales
  • Ordres professionnels
  • Sociétés en nom collectif, en commandite ou par actions
  • Tout autre organisme dont la mission ou les intérêts ne sont pas compatibles avec l’objectif du Programme

Eligible customers

Les Montréalaises et Montréalais ayant un handicap, au sens de la Loi assurant l’exercice des droits des personnes handicapées, et ayant besoin d’un accompagnement pour participer aux activités de loisir offertes, peuvent demander ce soutien à une organisation admissible.

Financial support and payments

A $235,000 budget envelope will be shared among all organizations who apply. 

This amount is divided by percentage according to three variables calculated using the same basis – the total number of hours:

  • The total number of hours offered – 60 per cent
  • The number of hours worked by support staff, meaning all paid staff who are needed for the activity to take place, whether they are trainers, instructors, teachers, nurses, or assistance providers – 30 per cent
  • The number of hours that take place outside the organization’s head office – 10 per cent

 

The minimum financial support that will be granted is $2,000.

Required documents

  • Declaration for the current year to the Quebec Enterprise Registrar in which the updated list of members of your board of directors appears
  • Latest annual activity report (optional)
  • Financial report for the last financial year completed
  • Civil liability insurance policy (providing minimum protection of $2 million for bodily injury and property damage
    • Amendment to your insurance policy in which the city of Montreal is designated as additional insured
  • Letters patent of your organization and updates, if applicable
  • Detailed project budget (detailed annual budget)
  • Review of the last edition of the project (not required)
  • Resolution from your board of directors designating a person authorized to sign the agreement with the City. It must be less than 12 months old
  • Programming of activities for your reference year (last completed financial year)
  • Pricing grid for eligible activities offered (if applicable) Participant needs assessment form (if applicable)
  • Any other document relevant to the analysis of your request (optional)

Application (project) processing

  1. Analysis of NPO eligibility
  2. Analysis of the eligibility of requests (projects)
  3. Approval of the recommendations by the executive committee of the City of Montreal, no later than December 2023
  4. Announcement of decisions to NPOs, no later than December 2023

If you are granted financial support, you will receive one payment per year

Submit an application

Applications must be submitted in GSS between August 21 and September 29, 2023.

You must complete two forms:

  1. Generic application form
  2. Annex GSS request - PANAM 2023-2024, read the contractual obligations and complete, sign and date the Commitment
