Flat-rate subsidy for businesses in areas affected by major construction

The flat-rate subsidy program is on hold due to depletion of funds. The program will be integrated into the financial assistance program for businesses in areas affected by major construction, which is still ongoing. The enhanced program is expected to come into effect in late spring.

Program mergers

As of January 1, 2026, the flat-rate subsidy program is on hold. Consequently, 2 programs have been merged into 1 that retains the strengths of each:

  • A one-time, flat-rate subsidy: Paid when construction begins to help businesses adapt to the new conditions around the construction project.
  • Renewable financial assistance: Based on the loss of profits for each financial year affected by the construction project in order to support the continuity of business activities.

Enhanced program eligibility criteria and earmarked amounts will be announced when the program launches.

Transition period

Until the enhanced program comes into effect:

  • Applications for a flat-rate subsidy submitted before January 1, 2026 will be processed normally. Through this assistance program, you are entitled to a $5,000 subsidy.
  • Financial assistance based on profit loss remains accessible. Up to $40,000 per financial year may be granted.
  • Businesses that would have been eligible for a flat-rate subsidy retain their eligibility.
