Free spay/neuter for cats and dogs in low-income households

People with low incomes can have their cats and dogs spayed or neutered for free through the pet spay/neuter program.

Description

In Montréal, all cats and dogs over 6 months of age must be spayed or neutered. 

Registrations for the program begin during the month of March each year and continue as long as there are places available.

You’ll know if your request is accepted or denied within 20 days. You will receive the answer by e-mail, or by postal mail if you do not have an e-mail address. The spay/neuter clinic will then contact you to schedule an appointment. 

Operations take place at the Mittens Veterinary Sterilization Clinic, located at 5215 Rue Jean-Talon Ouest, in Côte-des-Neiges–Notre-Dame-de-Grâce (Namur metro).

Eligibility criteria

You must: 

  • Live in Montréal 
  • Have an annual net income equal to or less than the after-tax low-income thresholds below 

Each dog or cat owner can participate in the program for a maximum of 2 pets in total, for life.

Required documents

You must provide the following documents.

Proof of residence

Attach 1 of the following documents, bearing your name and address.

These documents must be dated within the last 3 months. For example, if today’s date is April 15, the document must be dated no earlier than January 15):

  • Utility bill ( such as Hydro-Québec, or telecommunication company)
  • Bill from an educational institution
  • Monthly statement from a credit or financial institution
  • Record of Employment Insurance

Your documents must be valid: 

  • Notice of assessment from Revenu Québec or the Canada Revenue Agency
  • Québec health insurance card renewal notice
  • Québec driver’s license renewal notice
  • Accès Montréal card
  • Current school or municipal tax account
  • Home insurance statement dated within the last year 

Proof of income

Attach 1 of the following documents for each person who lives at the same address as you and has an income:

  • Most recent federal or provincial government notice of assessment
  • Proof of delivery of the Québec government’s social assistance program (claim book): A direct deposit statement or program cheque stub that is 3 months old or less.
