Pre-requirement and pre-feasibility support program

Does your Montréal-based professional cultural organization wish to undertake a redevelopment or construction project ? The city and the Ministère de la Culture et des Communications offer partial financing for prior requirement and feasibility studies.

Description

This program aims to promote the consolidation and strategic development of private cultural facilities across the city by partially supporting the financing of feasibility studies required for redevelopment or construction projects involving a developer that is a professional Montréal cultural organization.

The decision to finance a cultural organization is made by consensus between two partners of the Forum permanent des équipements culturels. This program is offered as part of Montréal’s cultural development agreement.

Eligibility

Organization

The organization must:

  • Be a recognized professional organization that meets the requirements pertaining to the accreditation, approval, or operating support program offered by the Ministère, SODEC, CALQ, ANQ or CAM.
  • Be legally constituted as a non-profit organization created expressly to carry out professional cultural activities.
  • Have its head offices in Montréal.
  • Be the owner (ou emphyteutic lessee or superficiary) of the building where the work will be done.
  • Be in good standing with the applicable municipal regulations and government legislation.
  • Demonstrate conclusively its capacity to ensure its sustainability and demonstrate the impact of the facility on its operations.

Cultural facility

The cultural facility must:

  • Be permanently intended to carry out a cultural activity.
  • Be located in Montréal.
  • Have a lease (long-term) or be owned by the organization.

Studies

The following studies are eligible:

  • Requirement studies or functional and technical programs (PFT).
  • Opportunity studies, pre-feasibility and feasibility studies, costs studies, viability and impact studies, including specialized expertise in architecture, building heritage evaluation, structure, as well as site layout, scenography and environment.

Exclusions

The following exclusions apply:

  • Virtual sites and places, government corporations, municipal facilities (except those with potential for being recycled for cultural purposes).
  • Projects aimed at the establishment or renovation of spaces occupied by organizations associated with cultural recreation as well as community and social or arts centres.
