Renovation subsidy for retail businesses on streets under construction

The PRAM – Artères en chantier program is aimed at helping companies renovate the facade of their commercial establishment or modernize its interior layout when the establishment is located on a street where major infrastructure work was carried out.

PRAM-Artères en chantier constitutes a new commitment by the city to help the business community following major underground infrastructure work involving the reconstruction of water supply and sewer networks. 

This period can prove difficult for businesses, and efforts must be made to attract clients and investors.

A sum of $9.4 million has been invested in the subsidy program geared towards business people and commercial real-estate owners for purposes of renovating the facades and modernizing the layout of their retail stores.

The program includes two components:

  • Financial assistance covering 40 per cent of the cost of eligible work, up to $50,000, $150,000 or $300,000 per building, based on its size.
  • An additional subsidy covering 50 per cent of professional design fees, up to $4,000, $10,000 or $20,000 per renovation project, based on the size of the building.

Objectives

  • Support the business community following major infrastructure work.
  • Stimulate, revitalize or consolidate commercial streets in the agglomeration of Montréal.
  • Provide financial assistance to merchants for purposes of renovating buildings.
  • Offer consumers an updated commercial environment and a more attractive built environment.

Areas of implementation and duration of the program

The subsidy program applies solely to commercial streets where business development corporations (SDCs) or merchant associations constituted as a non-profit organization are established. The commercial streets are designated by the city’s executive committee.

Tenants and owners who have been deemed eligible for the program must complete the work within 36 months of receiving the eligibility notice.

For the period from 2015 to 2017, seven commercial streets in the agglomeration of Montréal benefitted from the PRAM – Artères en chantier program.

4. Proofs of payment for the work

5. Copies of work permits and proofs of payment thereof

6. Photos of the building facade and the renovated spaces.
