Modernization of our urban planning regulations

Côte-des-Neiges–Notre-Dame-de-Grâce is modernizing its regulations to ensure that current tools better respond to the realities across the borough and better meet the expectations of its residents. Get informed before you begin a project.

The regulations must be adapted to new types of sustainable development sought by residents. This modernization was developed in keeping with the following initiatives:

The process of updating the regulations will take place over the next few years. The first major step will be undertaken at the end of the current year and will entail numerous benefits that will help: 

  • Protect the quality of our living environments 
  • Increase greening and protect existing trees
  • Reduce heat island effects
  • Accelerate and simplify the issuance of permits and certificates 
  • Simplify and clarify the regulations

Section 1-Implementation and integration of regulations

Adoption of a by-law entitled the By-law on Site Planning and Architectural Integration Programs (SPAIP - PIIA in french). The SPAIP tool will make it possible to propose new and well integrated volumes that have a low impact on the locality and offer quality green spaces. The by-law applies to the entire borough and the following types of projects:

  • Construction of a main building 
  • Change in the volume of a main building 
  • Construction of an accessory building spanning an area of 15 m² or more development of a lot for the construction of a main building

Documentation (in French only):

  • Adoption of the draft by-law by borough council: December 5, 2022
  • Public consultation with residents: January 26, 2023
  • Notice of motion and adoption of the second draft by-law by borough council, with or without amendments: February 7, 2023
  • Start of the freeze period during which it will not be possible to approve certain permit applications or applications for authorization, effective until the new regulations come into force
  • Adoption of the final by-law by borough council: March 8, 2023
  • Entry into force of the bylaw: spring of 2023
