Montréal is implementing its 2030 Economic Plan—a strategic framework to guide the city’s actions and ensure sustainable and balanced growth. This plan will shape the city’s economic development over the next five years.
A prosperous, green, inclusive and innovative economy
The 2030 Economic Plan lays out a clear vision: strengthen the city’s internationally recognized standing in creativity, knowledge, and innovation while fostering sustainable, local development that benefits everyone.
To achieve this, we will prioritize creating an environment where businesses have everything they need to thrive, residents can flourish, and every neighbourhood can prosper.
This translates into vibrant employment hubs, growing key sectors, bustling commercial streets, and showcasing all that makes Montréal so unique.
Adapting to change
This plan will serve as a roadmap to guide our actions and leverage all available tools. It will also help mobilize economic stakeholders and strengthen the collaboration at the heart of the city’s success.
In a context of global economic uncertainty, this plan will enable Montréal to adapt to change, seize new opportunities, and rise to the challenges of today and tomorrow.

The 2030 Economic Plan rests on five principles designed to ensure every action has a real impact and stays relevant, and that our efforts are coordinated and results-driven:

Montréal will continue to rely on its recognized key sectors, such as the creative and cultural industries, sustainable finance, life sciences, and aerospace.
In the context of Montréal’s ecological transition, the Plan also recommends prioritizing the following strategic niches:
- Circularity
- Alternative and renewable energy sources
- Smart and sustainable infrastructure
- Artificial intelligence and data science
- Cybersecurity
- Digital creativity
- Virtualization
- Agri-food
- Biomedical

A vision aligned with municipal and provincial priorities
The 2030 Economic Plan is aligned with Montréal’s broader goals for resilience, innovation, ecological transition, and inclusion as outlined in major municipal strategies, such as the Montréal 2030 Citywide Strategic Plan.
It also reflects the priorities set out in the Planification économique conjointe (PEC) initiative with the Québec government.
