In Montréal, there are regulations that apply to sound nuisances. You can file a complaint if you observe a failure to comply with the by-law.

In Montréal, it is prohibited, at any time of day or night, to disturb people in a dwelling or a public place by making noise. It is also prohibited to use firecrackers and pyrotechnics, with the exception of fireworks authorized by a borough council.
Specific regulations apply to noise caused by construction sites, renovation work, groundskeeping and heavy vehicle traffic. These regulations vary from one borough to the next.

The organization to contact to file a complaint varies, depending on the borough in which you live and the type of noise disturbance.
Air conditioners and heat pumps
In order to file a complaint concerning noise from an air conditioner or a heat pump, please contact 311.
Air or rail transport
If your complaint concerns an air corridor, please contact Aéroports de Montréal at 514-633-3351.
If it concerns a different type of aircraft, a blimp, a helicopter or a drone, please contact Transport Canada at 1-800-305-2059 or at [email protected].
If it concerns train noise, please contact Canadian National at 1-888-888-5909 or Canadian Pacific at 1-800-766-7912.
