Install an above-ground pool

Want to install an above-ground or portable pool on your property? You are required to obtain a permit, and you must comply with the applicable regulations. The following is an overview of the standards you must meet to ensure that your installation is compliant.

When installing an above-ground or portable pool, you must meet certain provincial standards, to which may be added the requirements of your borough.

Location of an above-ground or portable pool

You must install your pool at least 1 m (3 ft 3 in) from your property limits. It is prohibited to install a swimming pool in a front yard.

Safety fence

It is not mandatory to install a fence around an above-ground pool if the side walls measure at least 1.2 m in height or around a portable pool if the side walls measure at least 1.4 m in height, and if the pool is accessed from:

  • a ladder equipped with a safety gate that closes and locks automatically
  • a ladder or platform with protected access via a compliant gate
  • a terrace attached to the building and constructed with a compliant gate restricting access to the pool

Equipment around the pool

For greater safety, the equipment required to operate your pool must be installed more than 1 m from the pool side wall or from the fence, except if it is located:

  • inside the fence
  • beneath a structure restricting access to the pool
  • in a shed

The pipes and hoses connecting the accessory equipment to the pool must be flexible and must not be installed in a way that facilitates climbing the pool side panels or the fence.

Get a permit

A permit is required to install an above-ground or portable pool with a depth of at least 60 cm (2 ft). This permit also authorizes you to:

  • build a platform to access the pool
  • install a fence
  • fell a tree (if the pool cannot be installed in a different location)
  • set up any other equipment required to install the pool

If you have already obtained a permit for your portable pool, you are not required to submit a new application to reinstall the same pool next year, in the same place and under the same conditions.

Location of an above-ground or portable pool

You can install a swimming pool in a backyard. You must install your pool at least 1.3 m from your property limits. It is prohibited to install a swimming pool in a front yard.

Safety fence

The yard in which the pool is installed must be surrounded by a fence measuring between 1.2 m and 2 m in height.

It is not mandatory to install a fence around an above-ground pool if the side walls measure at least 1.2 m in height or around a portable pool if the side walls measure at least 1.4 m in height, and if the pool is accessed from:

  • a ladder equipped with a safety gate that closes and locks automatically
  • a ladder or platform with protected access via a compliant gate
  • a terrace attached to the building and constructed with a compliant gate restricting access to the pool

Equipment around the pool

For greater safety, the equipment required to operate your pool must be installed more than 1 m from the pool side wall or from the fence, except if it is located:

  • inside the fence

Location of an above-ground or portable pool

You can install a swimming pool in a backyard. You must install your pool at least 1 m from the main building, and at least 2 m from a door or a window. If your property is located on the riverfront, your pool must be at least 1 m from the water’s edge.

It is prohibited to install a pool in a front yard.

Safety fence

The property must be surrounded by a fence with a height of 1.8 m (6 in).

It is not mandatory to install a fence around an above-ground pool if the side walls measure at least 1.2 m in height or around a portable pool if the side walls measure at least 1.4 m in height, and if the pool is accessed from:

Location of an above-ground or portable pool

You must install your pool at least 1.5 m from your property limits, and 1.5 m from each building. It is prohibited to install a swimming pool in a front yard.

If your property is bordered by two streets or one street and one alley, please contact your borough to find out where to install the pool.

The pool must not occupy a total area of more than one third of the property or 60 per cent of the backyard.

It is prohibited to install a pool under an electrical line or wire.

If your property is located beside a body of water, in a flood-prone area, in a special intervention zone or in a zone subject to the interim control by-law, please contact the point of service in your borough.

Safety fence

  • extend at least .3 m above the equipment

Specific standards apply to heating units. Please contact the Bureau des permis et inspections before the installation is carried out.

You must install your pool at least 1.5 m from your property limits, at least 2 m from the main building, and at least 1 m from an accessory building.

A pool must not occupy more than 50 per cent of the backyard area.

It is prohibited to install a swimming pool in a front yard.

If your property is located beside a body of water, in a flood-prone area, in a special intervention zone or in a zone subject to the interim control by-law, please contact the point of service in your borough.

Authorization from borough council is required to install an above-ground pool.

Location of an above-ground or portable pool

You must install your pool at least 1 m (3 ft 3 in) from your property limits. It is prohibited to install a swimming pool in a front yard.

Safety fence

It is not mandatory to install a fence around an above-ground pool if the side walls measure at least 1.2 m in height or around a portable pool if the side walls measure at least 1.4 m in height, and if the pool is accessed from:

  • a ladder equipped with a safety gate that closes and locks automatically
  • a ladder or platform with protected access via a compliant gate
  • a terrace attached to the building and constructed with a compliant gate restricting access to the pool

Equipment around the pool

For greater safety, the equipment required to operate your pool must be installed more than 1 m from the pool side wall or from the fence, except if it is located:

  • inside the fence
  • beneath a structure restricting access to the pool
  • in a shed

The pipes and hoses connecting the accessory equipment to the pool must be flexible and must not be installed in a way that facilitates climbing the pool side panels or the fence.

No fixed structure that can be used to climb over the wall of a pool or enclosure shall be installed within 1 m of the pool.

Get a permit

A permit is required to install an above-ground or portable pool with a depth of at least 60 cm (2 ft). This permit also authorizes you to:

  • build a platform to access the pool
  • set up any other equipment required to install the pool

The installation of the pool, platform and other constructions must not involve the felling of a tree.

If you have already obtained a permit for your portable pool, you are not required to submit a new application to reinstall the same pool next year, in the same place and under the same conditions.

If you wish to change or replace an existing platform, you are required to obtain the necessary permits.

Installing an above-ground pool is prohibited in this area.

A minimum of 20 per cent of the backyard must be covered with grass, trees or plants (annuals and/or perennials).
