Get a permit to build a curb cut
Want to lower the sidewalk in order to make your property accessible by vehicle? This application is usually part of a broader project to build a parking space, garage, passageway or loading dock. Learn how to submit an application to build a curb cut.
A curb cut, or lowered curb, provides access to a:
- Parking space
- Garage
- Passageway
- Loading dock
The curb cut can be created by lowering the sidewalk or removed by rebuilding it.
Before you make plans to create or remove a curb cut, you must submit an application for an exterior renovation or demolition permit for a parking space, garage, passageway or loading dock.
In addition, if your parking space encroaches on public property, you may also need to obtain a permanent public property occupancy permit, depending on the borough in which you live.
The City carries out sidewalk lowering or rebuilding from May to October.

The construction of a new driveway is included in an application for a conversion permit to add a parking unit on a private lot or in a building.
Rules to follow
- A driveway leading to a parking unit shall be a minimum of 2.4 metres and a maximum of 7.5 metres long.
- The total width of access roads must not exceed 50% of the width of the lot.
- A minimum distance of 7.5 meters must be maintained between two access roads.
- A downhill driveway must be perpendicular to the public highway and may not exceed the width of the garage door by more than 0.9 metres.
If the building is located in a heritage area or on a heritage site, additional requirements may apply.

Using a saw to create a “cut” in a concrete curb:
- if the length of the curb cut is less than or equal to 8 m: $515
- if the length of the curb cut exceeds 8 m: $515 + $68.50 per additional linear metre
Lowering by demolishing and rebuilding the sidewalk using:
- plant mix: $74.65 per m2
- concrete, including for the gutter and the back of the sidewalk: $304.55 per m2
Removing a curb cut by rebuilding the sidewalk
Rebuilding a concrete curb: $260.60 per linear metre
If the curb cut is located in an area where the borough is rebuilding sidewalks, your fees will be covered in part and your bill will be lower.

- Neighbouring entrances up to 7.5 metres on each side
- All dimensions of access roads and parking units
- All public furniture (e.g., utility poles, street lights, benches, etc.)

- Parking lots of three units or less must be accessible from an alley or from an access road leading to an alley.
- Front yard parking is prohibited, except in certain areas.
